THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a HR SPEC (MILITARY) (TITLE 32), Position Description Number D2054000 and is part of the NC JFHQ HHD, National Guard (JFHQ - HHD/2140-014).
Duties
As a HR SPEC (MILITARY) (TITLE 32), GS-0201-9, you will serve as an advisor to the commander and staff on the brigade human resources (HR) program; interpret policy and provide procedural guidance to the commander, staff members and individual military members; develop guidelines and operational procedures to implement changes to policies and programs directed by higher headquarters; research and resolve difficult HR personnel problems and questions; accomplish a variety of statistical data/reports, analyze the information, identify trends, and make recommendations to assist in HR management decisions; conduct staff visits and provide training, guidance and assistance to military members at the Brigade and subordinate units; serve as the technical expert on a variety of administrative matters (e.g. format for directives and standing operating procedures, general office procedures, filing systems, reference libraries, etc.); assist in the preparation for and execute command level inspections of subordinate units; Identify trends and develop recommendations based on analysis of subordinate feeder information, recurring reports, and findings of assistance visits and inspections; accomplish or review a military HR transactions including appointments, enlistments, flagging actions, reassignments, separations, promotions, duty assignments, transfers, medical evaluations, security clearances, awards and decorations, retirements, etc., and forward actions to a higher level military personnel office; provide guidance, review, and monitor the timely completion of enlisted evaluations; prepare and forward officer evaluation reports; provide guidance to personnel pertaining to applications for passports, and the publication of required personnel orders; review documents and data for individual mobilization packets; implement the Enlisted Promotion System (EPS); validate the preliminary enlisted promotion consideration list; coordinate and publish all requirements for Command level enlisted promotion boards; control the organization's medical readiness programs; ensure the timely completion of and reviews of LOD investigations; function as technical advisor on the completion of formal LOD investigations; prepare and forward documentation for officer promotion packets; conduct records review with officers and update records; provide guidance to personnel and dependents concerning benefits and entitlements; provide administrative support to potential applicants and evaluates qualifications for officer/warrant officer appointment packets; review and/or assemble supporting documentation required at higher levels when processing actions such as involuntary order to active duty, courts martial, fraudulent enlistment, non-selection for retention, administrative discharges, etc.; conduct and/or participate in Soldier Readiness Processing (SRP), and unit mobilizations and de-mobilizations; perform administrative duties relating to military personnel involving the composition and distribution of correspondence, publications, reports, orders, etc.; identify and maintain the publication requirements and accounts for the organization and subordinate elements; function as the postal manager for the organization; provide personnel-specific information in developing plans for recruiting and retention within the command; perform other duties as assigned.

Qualifications
Military Grades: Enlisted (E4 to E7)
Minimum Requirements: Experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement. Have a working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or, commercial services to include strategic sourcing. Experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and, civilian promotions. Experienced in advertising positions, processing assignments or reassignment actions; reviewing human resources development programs; applying education and training policy requirements; discussing retraining procedures; and/or providing retirement options. Competent in discussing the equal opportunity and sexual assault prevention and response programs. Have experiences in career counseling; completing or editing performance evaluations; and, conducting educational and skill development personnel course programs. Competent in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities. Skilled in applying program policies, directives, publications, and training manuals. Knowledgeable on allocating manpower resource budgets or execution procedures. Experienced in performance management and productivity programs; or, advising on process improvement, best practices, and performance techniques.
