Duties

Supervises and directs functions in support of accounting transactions related to contract payments, personal services payment, and material transactions for goods and services for the organization. Oversees subordinate Accounting Technicians, or through subordinate Lead Accounting Technicians, oversees the accomplishment of technical work in accordance with policy, directives, regulations, and reporting requirements. Trains and assists lower level accounting technicians with techniques to correct and process accounting inputs, and provide on-the-job customer service training and technical assistance to ensure prompt, accurate, and effective service is provided. Assigns/reassigns work to subordinates based on priorities, consideration of the difficulty and requirements of assignments and capabilities of subordinates. Evaluates work performance of subordinates and prepares performance standards, evaluations and improvement plans. Provides advice, counsel, and instruction to employees on both work-related and administrative matters. Responsible and accountable for assigned program areas including the development, documentation, and operation of both internal processes and administrative, technical, and automated systems controls. Ensures continuing affirmative application and support of DoD and DFAS policy concerning the equal opportunity and affirmative action programs. Enforces safety and health rules, corrects unsafe or unhealthy acts and unsafe or unhealthy mechanical or physical conditions, investigates mishaps and takes other actions necessary to ensure the safety and health of employees.

  • Please note, this is NOT a 100% virtual/remote position where work may be performed from any location in the US. This position is eligible for local telework near the duty station of the position, subject to management review and approval.

Qualifications

To be hired at the GS-07 entry grade level, applicants must minimally have: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-06) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as maintaining accounting or financial ledgers; posting financial transactions; preparing accounting reports; reconciling accounts and working with a variety of accounting and financial automated systems. To be hired at the GS-08 entry grade level, applicants must minimally have: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as processing and auditing complex contracts and vendor pay entitlement transactions; reconciling pay system and financial system data; working with a variety of electronic systems to review and resolve pay transaction issues. Time-in-Grade: GS-07: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-07, applicants must have served 52 weeks as a GS-06 or higher grade in Federal Service. GS-08: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-08, applicants must have served 52 weeks as a GS-07 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

GS-07 Substitution of Education for Specialized Experience:
(1-grade interval) Substitution of Education for Experience: One full year of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
