This position is part of the National Archives and Records Administration. Serves as a Program Management Officer and Director of Operations to the Executive for Presidential Libraries (P). This position assists in directing work and providing support to the Executive for P and all operational and administrative components within the organization.
Duties
As a Program Management Officer, you will:
- Independently carry out day-to-day operations using a variety of coordinating, planning, and leadership techniques to assure that the work of the operational and/or administrative staff of P is successfully accomplished.
- Ensure that all administrative activities across the P Office, including budget and procurement, facilities management, human resources coordination, workforce planning, and information technology, are appropriately monitored and consistently advancing P and NARA goes.
- Ensure coordination of all P program activities including reporting, audit coordination, policy implementation, management and program controls, and establishing and monitoring organizational goals for P functions.
- Collaborate with other NARA offices to develop internal operating procedures for support, administrative, and/or program functions that cross organizational lines and include P components.
- Supervise the performance of employees with different grades, performance plans, and levels of expertise.
- Oversee staffing initiatives, career planning and workforce planning culture efforts, and coordinates with NARA's Human Capital office and Office of Equal Opportunity Programs on activities across P.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:
- Coordinating with executive level staff to make recommendations and implement solutions; AND
- Leading a team or project; to include gaining cooperation from others to obtain information and accomplish goals; AND
- Developing policies, procedures, and standards in order to improve operations.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F):
For the GS-15, you must have been at the GS-14level for 52 weeks.
