This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Major Range Test Facility Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as a Crane Operator, with the Directorate of Public Works Work operations and Maintenance Division.

Duties

Operate 40-ton and 25-ton mobile boom cranes for a variety of tasks, often in congested, confined areas, to include loading or off-loading missile assemblies, warheads and explosives so with the operator having to rely on "feel" alone. Make precise load placements where exact movements must be made to position loads accurately and safely, requiring rapid lifting capacity judgments during operation. Operate most types of engineering equipment to include, but not limited to, scrapers, rollers of all types, motor graders, forklifts, bucket trucks, dozers, boom cranes, backhoes, ten-ton tractors, wreckers, and excavators. Provides instruction to rigging assistants in selection and installation of weight handling gear such as slings, cables, and spreader bars used to lift, move and position various objects.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Crane Operator ~ without more than normal supervision. operating boom cranes with standard boom lengths and angles with loads that are within the lifting capacity of the crane to load/unload materials. Under supervision, I have performed crane operation planning, laying out, assembling, repairing, installing weight handling gear required in lifting, moving and positioning heavy equipment and machinery. Experience in operating one or more types of heavy equipment to excavate backfill, grade, or level earth to rough specifications. Ability to moved earth on steep slopes, graded curves and shoulders, rocky or soft ground, and other surfaces with similar - Failure to meet this Screen out Element will result in an ineligible rating. PHYSICAL EFFORT: Heavy physical effort is present by the operator's constant reaching, bending, lifting slings or wire ropes, and moving hands, arms, feet and legs to operate controls. Strain is considerable by having to lift and place outrigger platforms for crane operations. WORKING CONDITIONS: Work is performed in all types of weather conditions on hills, slopes and grades. A considerable degree of exposure to injury exists due to equipment overturning, sling or cable failure or ordnance explosions. Subject to noise, dirt, dust, heat and fumes from motor exhaust.
