The AOC has a talented workforce comprised primarily of Wage Grade, General Schedule and Exempt personnel. The Lead HR Specialist collaborates in a teamwork environment with the Chief of the Branch to execute and deliver extraordinary HR services; leads a team of HR Specialists in the area of talent acquisition, and acts as a strategic business partner to agency managers. This position is located in the Architect of the Capitol, Human Capital Management Division, Talent Acquisition Branch.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the GS-13 grade level in the Federal service.Specialized experience for this position includes:
-- Served as an expert executing and coordinating Federal talent acquisition activities for a multi-functional organization.-- Provided advisory services on issues requiring substantial HR policy interpretation.-- Developed recruitment and placement strategies to deal with significant staffing-related initiatives.-- Performed human resources information system (HRIS) activities.
-- Applied written and oral communication techniques sufficient to develop and deliver presentations briefings, training, reports, and correspondence to management officials, peers and employees to foster understanding and acceptance of findings and recommendations.
Education
A bachelor’s degree or higher from an accredited college or university is desired.
