This position is located within the Treasury Inspector General for Tax Administration (TIGTA), Office of Audit (OA), Assistant Inspector for General Management Planning & Workforce Development, Director Office of Management and Policy. You will serve as an expert auditor for TIGTA who works to ensure that quality and compliant audit functions are carried out across the organization.

Duties

As an Auditor (Performance)(Peer Review), you will: - Serve as an auditor for TIGTA to provide expert advice on audit services covering tax administration programs. Assignments involve extensive problem solving and planning and coordination of audit resources and cover a great variety of work processes carried out by the audit organization. - Conduct oversight reviews of complex managerial and financial audits and special assignments to assess program efficiency, effectiveness, and compliance with Government Auditing Standards, agency policies, program laws, and other provisions. - Conduct valid and reliable research to analyze internal and external information. Review quantifiable audit outcomes for findings and recommendations that result in cost savings, program improvements, or revenue enhancement. Evaluate whether work papers provide sufficient, competent, and reliable evidence to support audit issues on integrity situations. Ensure all elements of findings are developed during quality assurance reviews. - Prepare work papers that highlight the results of quality review activities/audits of internal and external audit activities which includes, including source, purpose, conclusion, and results. Cross-reference work paper summaries and spreadsheets to supporting work papers. Create, review and control work papers effectively. - Independently identify and use complex specialized audit techniques when necessary to complete quality assurance reviews and audits.

Qualifications

You must meet the following requirements by the closing date of this announcement. Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: -Communicating issues, justifying conclusions reached, and recommending courses of actions in a performance audit environment; AND -Performing formal and informal briefings and presentations of a technical nature (such as: explaining if a project complied with standards and why) to high-level management defending a position or to gain support from the audience. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in auditing or a related field such as business administration, finance, public administration or accounting.
OR
Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.


The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
