You will serve as a Paralegal Specialist in the Naval Legal Services Command of RLSO SOUTHWEST SAN DIEGO CA.

Duties

At the GS-07, you will perform developmental duties as assigned. At the Full Performance Level (GS-09), you will perform the following: You will exercise discretion and independent judgement pertaining to the investigation, analysis, and evaluation of incidents, accidents, deaths, personal injuries, property damage and loss, and any other matters requiring investigation. You will analyze and evaluate matters arising from various legislative acts, including but not limited to the Freedom of Information Act (FOIA), Privacy Act (PA), Federal Tort Claims Act, Military Claims Act, and Personnel Claims Act. You will act as a liaison with local civilian law enforcement agencies and others to effectuate service of process upon service members and civilians working on board the installation. You will deliver formal or informal presentations/trainings regarding legal or administrative procedures to appropriate audiences. You will maintain case files and research statutory case law, and regulations and write recommendations based on that research.

Qualifications

GS-07: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the federal service or equivalent experience in the private or public sector demonstrating knowledge of legal concepts, principles, or terminology. Specialized experience includes some or all of the following: 1) Maintaining case files and documentation in accordance with various legislative acts. 2) Analyzing matters arising from various administrative acts (ex. Freedom of Information Act). 3) Reviewing case files and legal reports to determine sufficiency of documentation for legal proceedings, endorsement, and further routing. 4) Proofreading legal correspondence and written products to ensure correct assembly, format, and grammar. 5) Drafting court documents for attorney review. GS-09: Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector demonstrating knowledge of legal concepts, principles, and terminology. Specialized experience includes most or all of the following: 1) Maintaining case files and documentation in accordance with various legislative acts. 2) Analyzing and evaluating matters arising from various administrative acts (ex. Freedom of Information Act). 3) Reviewing case files and legal reports to determine sufficiency of documentation for legal proceedings, endorsement, and further routing. 4) Utilizing interview techniques to gain information from witnesses or other sources of information. 5) Drafting and proofreading legal correspondence and written products to ensure correct assembly, format, and grammar. 6) Drafting court documents for attorney review. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-07:

1 full year of graduate level education

or

a bachelor's degree with superior academic achievement

or

a combination of education and experience

GS-09:

master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related

or

a combination of education and experience

Such graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work.
