Duties

You will develop and manage the utility maintenance action plan for Sustainment, Restoration, and Modernization projects. You will manage revenue and costs for utility commodities. You will prioritize utility projects to meet mission within annual budget constraints. You will evaluate work performance and provide feedback to others on their performance while ensuring staff are appropriately selected, utilized, and developed. You will supervise proper operations and maintenance of utility production and distribution systems supporting military, industrial, and medical operations. You will develop the competencies of others to perform while inspiring and providing a learning environment of ongoing feedback and opportunities to learn through formal and informal methods.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position requires current registration as a Professional Engineer (PE) in any state, District of Columbia, Guam or Puerto Rico.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

This position has a Selective Placement Factor (SPF) which is CURRENT registration as a Professional Engineer (PE) in any state, District of Columbia, Guam or Puerto Rico. You MUST provide a copy of your current registration with your application. Note - a copy of a wall certificate, without an expiration date, will not serve to verify this requirement. In addition to the Selective Placement Factor and Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying proper methods and tools for developing, scheduling, coordinating, monitoring, evaluating, and managing engineering projects and resources, including technical performance; 2) Planning, distributing, coordinating, and monitoring work assignments of others; 3) Providing high-quality, timely, and cost-effective results by identifying problems in order to provide alternative solutions; 4) Applying electrical, water, and sewer utility operation, maintenance, design and repair principle to develop and evaluate safety plans, requirements, policies and methods; and 5) Utilizing Supervisory Control and Data Acquisition (SCADA) systems; Geographical Information systems (GIS) and Computer Aided Drafting/Computer Aided Design (CAD) systems to review engineering proposals, drawings, and specifications used in the design, constructions, alteration and/or repair of utilities. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
