You will serve as the Director of Training Systems (DOTS) at Naval Aviation Warfighting Development Center, Fallon, Nevada.
Duties
You will direct the development, deployment, operations, sustainment, and improvement of the Naval Aviation Warfighting Development Center (NAWDC) Live, Virtual, Constructive (LVC) training environment.
You will organize and lead an advanced training environment (ATE) integrated product team (IPT).
You will develop, implement, and maintain a plan for program implementation and execution across the entire life cycle of the ATE.
You will coordinate and liaison LVC training with Office of the Chief of Naval Operations (OPNAV) staff and U.S. Fleet Forces Command, the Navy's executive agent for LVC training.
You will ensure continuous connectivity and liaise with the Naval Aviation Distributed Training Centers located on both coasts, and the Virtual Test and Training Center at Nellis AFB, Las Vegas, NV.
You will coordinate with the various type wing weapons schools to ensure the Integrated Training Building can provide support for their Advanced Readiness Program syllabus events.
You will coordinate with the Naval Surface and Mine Warfighting Development Center to ensure the Integrated Training Building can provide support for their Integrated Air Defense Coordinator course.
You will monitor the continuous process to maximize the rigor and validity of operational requirements and ensure requirements respond to fleet and NAWDC tactics, techniques, and procedures (TTP) development and training needs.
You will monitor the requirements analysis process, specification generation responsibilities, and analysis of alternatives and integrate it into the overarching ATE life cycle plan.
You will direct all fiscal activities required to develop and sustain the ATE.
You will manage and oversee the resource manager's implementation of planning, programming, budgeting, and execution activities.
You will establish and direct an operations and scheduling system that accomplishes command and Navy objectives for ATE NAWDC and fleet employment.
You will monitor and lead NAWDC security personnel assigned to execute ATE security tasks.
You will identify, quantify, and evaluate the costs and benefits of security features, functions, and considerations to inform assessments of alternative solutions, engineering trade-offs, and risk treatment decisions.
You will oversee the manning of the ATE and ensure sufficient qualified personnel are assigned, within resources, to meet the operational schedule.
You will oversee the maintenance of the ATE and ensure system is fully mission capable over 75% of normal working days.
You will oversee contracting efforts in support of the ATE, ensuring compliance with applicable law and policy, and ensuring the contract meets NAWDC requirements.

- This is a Cyberspace Workforce position, work role code 801 (Program Manager), proficiency level Advanced. You will be required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a mastery of a wide range of program management techniques to manage or direct training activities for an organization. Examples of qualifying experience may include (1) mastery of military tactical training capabilities, their purpose, design, application, and operation; (2) demonstrated management-level experience in military and/or civilian roles; (3) background in and knowledge of naval tactical training operations and experience in fleet operations.
