This position is a Park Ranger (Visitor Services Manager), GS- 0025-9/11 working in Fergus Falls, Minnesota for the U.S. Fish and Wildlife Service, National Wildlife Refuge System, at the Fergus Falls Wetland Management District Office. Duties

As a Park Ranger (Visitor Services Manager) your duties will include but are not limited to the following: Develops, coordinates, and implements refuge or issue specific outreach and communication plans for key issues which may result in various outreach activities such as public meetings/hearings and Congressional briefings. Develops and manages partnerships with community organizations and corporations (Scouts, service organizations, local governments, and businesses). Develops, manages, and implements Memoranda of Agreement and Memoranda of Understanding for all visitor services partnerships. Plans and manages special events on the refuge and coordinates off-site participation in events such as state fairs, festivals, county fairs, etc. Facilitates the establishment, develops relationships, and coordinates with Refuge Support Groups. Coordinates refuge requests and needs for special project funding, donated services and goods, and cost share programs. Coordinates with adjacent landowners, state, Federal, tribal, and non-profit organizations, including those with jurisdictional overlap, for the purpose of stimulating cooperation and joint planning.

Qualifications

Only experience and education obtained by 06/07/2024 will be considered. In order to qualify for this position, you must possess Minimum Qualification. Minimum Qualification GS-09: One year of specialized experience equivalent to at least the GS-7 level in the Federal service that equipped me with the particular knowledge, skills and abilities needed in order to successfully perform the duties of this position and that was in the same field or field directly related to this position. Specialized experience may include: 1) participating in the development of visitor service program, including: community programs, visitor interactions, or event planning 2) developing interpretive materials, such as pamphlets, exhibits, and signs; 3) working with others in the community or region on mutual project or goal setting.4) acting as liaison with community to provide orientation to visitor service programs; 5) presenting interpretive programs such as orientation talks, environmental education programs, walks, or demonstrations. OR Two full academic years of progressively higher level graduate education or master's or equivalent graduate degree in a field of study in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. OR Have a combination of graduate level education and specialized experience, both as described above which, when computed as percentages of their respective requirements, total at least 100% of the qualifications required. Only graduate education in excess of the first full year may be used in this calculation. OR I do not have the education and/or experience is not reflected in any of the above statements. Minimum Qualification GS-11: One year of specialized experience equivalent to at least the GS-9 level in the Federal service that equipped me with the particular knowledge, skills and abilities needed in order to successfully perform the duties of this position and that was in the same field or field directly related to this position. Specialized experience may include: 1) being responsible for multiple aspects of a comprehensive visitor services program for a conservation area, such as serving as a visitor center manager; 2) building collaborative partnerships with community organizations; 3) implementing visitor services policy for a conservation area; 4) designing interpretive/education products such as brochures, panels, and exhibits; 5) conducting environmental education programs. OR Three years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree related to the occupation. Major study: natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. OR Have a combination of graduate level education and specialized experience, both as described above which, when computed as percentages of their respective requirements, total at least 100% of the qualifications required. Only graduate education in excess of the second full year may be used in this calculation. OR My education and/or experience is not reflected in any of the above statements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically, i. Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
