The primary purpose of this position is to serve as a command headquarters senior level logistics manager specialist, applying Aircraft Maintenance experience to analyze, develop, and evaluate issues, develop, and coordinate recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations in a Major Command program.
Duties
Applying Aircraft Maintenance experience, oversees, analyzes, develops, and evaluates Issues, and develops recommendations to resolve substantive problems and Issues of effectiveness and efficiency of work operations in a major command program.
Manages, trains, and evaluates the Global Force Management Functional Area Manager/Representatives (GFM FAM/FARs), IAW Air Force guidance on Operations Planning and Execution (e.g., AFI 10-201, 10- 244, 10401), to accomplish GFM FAM/FAR and command tasks or projects and provide or arrange for specific command and control systems training to meet Individual and team tasks.
Manages the overall CAF and conventional aircraft maintenance type functions for the wartime/contingency/exercise requirements forecast.
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activlti.es to secure cooperation, resolve controversial matters, and convey Information relative to proposed changes in assignments.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Must be able to obtain and maintain a Top Secret/SCI Clearance.
- Two years of Air Force. Aircraft Maintenance Functional Area Manager experience in expeditionary force presentation and generation (military, civilian, or contractor) either on MAJ COM staff or higher is highly desired.
- Employee may work nonstandard hours to perform duties, during contingency and ACC OC heightened operations, unique working hours (12 hours shift) and long period of overtime will be required.
- If the ACC Continuity of Operations Plan (COOP) is activated, employee may be required to deploy to the alternate Headquarters up to 30 days.
- Aircraft maintenance type experience is critical to the successful completion of the work.
- This is position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. (cont'd)

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Logistics Management Series, 346.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge in Air Force methodology in posturing, presenting, and generating forces to the combatant commander. Thorough knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of the command verification process in relationship to major operations such as apportionment of combat type forces, deployment, mobilization, and contingency operations. Knowledge of Air Force, MAJCOM and military command structure, missions, programs, organizational relationships, program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the various command and Air Force entities involved in overall planning and execution of operations and evaluations. Comprehensive knowledge of a wide range of logistics, manpower, and personnel concepts to include ability to use DCAPES/JOPES/JCRM/DRRS.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth knowledge of Joint/ Air Force Time Phased Forces and Deployment Data (TPFDD), DoD operational planning (OPLAN) and contingency planning, MAJCOM and AF reclama processes to include Reclama Processing Tool (RPF), and GCCS systems such as: Joint Operation Planning and Execution System (JOPES); Deliberate and Crisis Action Planning Execution Segments (DCAPES); AEF Information System (AEFIS). Must process a full understanding of Global Force Management (GFM), and Joint Forces Provider (JFP) processes with a relationship to Adaptive Planning.
Knowledge in all facets of Joint, Air Force, and MAJ COM policies, goals, and objectives as they relate to the Air and Space Force deployment and JFP concept of operations for deployment planning. Knowledge of HQ ACC Operations Center (ACC OC) operations during both contingency and non-contingency operations as a Crisis Action Team member.
Knowledge of management principles and processes and the analytical and evaluative methods and techniques for assessing program execution and improving organizational effectiveness and efficiency. Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues of work operations in a major command program.
Ability and skill in gathering, assembling, and analyzing facts, drawing conclusions, conducting analysis, devising recommended solutions, and packaging the entire process into briefings, papers, or reports suitable for top leadership (General/Flag Officer level) use and decision-making.
Ability to communicate effectively both orally and in writing; negotiates complex issues; and maintains good working relationships.
Knowledge of the application of Air Force aircraft maintenance expertise as it applies to assigned programs; and assigned aircraft weapon systems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
