The primary purpose of this position is to serve as a first level supervisor providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Budget Operations Branch, Financial Analysis Division, Financial Management and Comptroller Directorate and Headquarters Air Combat Command (ACC).
Duties
Plans, organizes, and directs the activities of Financial Management Budget Operations Branch, Operations Team, ensuring compliance with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents Financial management and Comptroller Directorate with a variety of installation and functional area organizations.
As a Supervisory Budget Analyst. provides total staff financial management support and analyzes budgetary information to provide advice, assistance, and guidance on budgeting and related information.

- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management Section 1599d

- This is a drug testing designated position. The incumbent is subject to random testing for drug use
- Must be able to obtain and maintain a Top Secret Clearance
- Incumbent may be required to work rotating shifts, weekends, federal holidays and overtime throughout the year.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes plans, programs, schedules, budgets. evaluates, evaluates cost of contractor cost and schedule performance; ACC baseline and overseas contingency funds, management; prepares or reviews status/management reports; plans/oversees preprogramming and other financial management functions related to assigned development and acquisition program, as well as specific multiyear appropriations and other special fund activities. These functions encompass long range planning (i.e. six to ten years) which significantly impacts a wide range of organizations including ACC. Secretary' of the Air Force (SAF) headquarters. OSD, JS, DFAS and services which directly affect a major command and its operations in the AOR.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the Air Combat Command structure and mission. Knowledge of the financial management career field with detailed knowledge of commonly used financial management method, practices. procedures, regulations, policies and processes.
Knowledge of safety and security regulations, practices and procedures.
Skill of analytical capability and be able to deal effectively with persons in other disciplines such as Program management, Engineering, contracting, Civilian Personnel, Manpower, Human Resources. as well with personnel in industry and officials at higher headquarters.
Ability to plan, organize, and direct the functions and staff of a small to medium-sized organization.
Ability to communicate effectively with others both orally and in writing.
Ability to gather, assemble, analyze, and interpret data to develop alternatives and make recommendations for policy and budgetary issues.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
