The primary purpose of this position is: Provide installation wide personnel deployment planning, and execution and personnel support in matters pertaining to deployment availability information, personnel accountability and duty status reporting for contingency, exercise, and deployments in support of 60 AMW and all tenant unit personnel deployments.
Duties
Manages contingency deployment processing using the DCAPES system, associated software programs and all deployment systems directed by the Installation Deployment Officer (IDO)
Updates, inquiries, and processes actions through Personnel Data System and maintain the Deliberate and Crisis Action Planning and Execution Segments (DCAPES) to ensure qualified personnel are deployed.
Serves as the FSS war planner for all facets of personnel contingencies, exercise, and deployments.
Exercises supervisory personnel management responsibilities.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- This position is designated as Key Position IAW AFI 36-507. Duties of this key position are essential to accomplishment of wartime/contingency operations.
- Incumbents of Key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available
- Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples if specialized experience include: (1) Knowledge of agency contingency and war mobilization plan requirements principles, concepts, legal requirements, and methodology to gather facts, respond to questions, ensure regulatory compliance, and provide
advisory services; (2) Knowledge of, and skill in applying, a standardized body of military personnel rules, regulations, procedures, and precedents relating to deployment processes and resolution of complex procedural and substantive problems; and (3) Knowledge of coding for the automated personnel system to enter data and to correct errors in personnel actions and periodic reports.
EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the contingency and war mobilization planning and execution processes and automated data systems to include but not limited to MilPDS, DCAPES, etc.
Knowledge of military personnel policies, rules, guidelines, instructions, etc. to understand readiness programs and converse with functional managers. Knowledge of safety and security regulations, practices, and procedures.
Knowledge of mobility and readiness requirements, regulations and procedures in order to analyze, plan and ensure mobility tasking's are carried out efficiently.
Skill in use of word processing and office automation functions in order to operate a personal computer and associated software to prepare letters, messages, reports and other items.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Ability to communicate effectively, both orally and in writing and the ability to accurately analyze facts, identify problems, report findings, interpret and apply regulations, make appropriate judgements, procedures and/or precedents to provide advice.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
