The primary purpose of this position is to serve as a technical advisor/authority for the Vehicle Management. Employee must have a working knowledge of the various programs utilized to manage a large vehicle fleet and the techniques employed in removing, adjusting, replacing, cleaning, and installing a variety of vehicle parts, components, and accessories.

Duties

Evaluate effectiveness of Vehicle Management functions, including Air Force technical and instructional directives, locally developed forms, Vehicle Management Operating Procedures (VMOPs), checklists and other governing standards pertaining to Vehicle Management operations and repair procedures. Observes, evaluates, and rates mechanical repairs accomplished on vehicles and vehicular equipment. Plans, organizes, and directs Vehicle Management Evaluation/Inspection controls: Plans, directs, and schedules evaluations/inspections to validate Vehicle Management business practices. Manage and execute the daily operation of the unit's Vehicle Management QA program.

  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Incumbent must possess or have the capability to acquire an appropriate Commercial Driver’s License (CDL) and any required endorsements within 12 months of assignment. This requirement is a condition of employment.
  • Employee is required to utilize security and safety practices and procedures at all times. Must wear protective safety equipment and clothing when appropriate.
  • Position requires the ability to discern colors, contrast, and depth.
  • May be required to travel TDY as directed by management, sometimes on short notice and including overnight stays, traveling by military or commercial aircraft or by any other designated means.
  • May be required to participate in contingency situations, real world and exercise.
  • This position requires a physical/medical examination. The physical requirements of this position as determined by the manager are: The employee works in tiring, awkward, or uncomfortable positions for long periods of time.
  • Work is performed on top of, under, and in tight compartments of vehicles. Frequent standing, bending, reaching, stretching, and crouching is required.
  • Frequent lifting, handling, and carrying of parts and equipment weighing up to 40 pounds is required. Similar effort is exerted in pushing, pulling, and positioning heavy parts, assemblies, and equipment.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5800 Transportation/Mobile Equipment Maintenance Group, Heavy Mobile Equipment Mechanic, 5803 series. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of the position without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of technical practices, procedures, repairs, maintenance, and services performed on a variety of heavy mobile equipment/special purpose and automotive vehicles including major systems and subsystems such as diesel, multi-fuel and gasoline engines; automatic and manual transmissions; multi-gear assemblies; electronic fuel injection; emission control; air conditioning systems and cooling systems; related electronic, hydraulic, fuel, air and other component assemblies; and a variety of positioning systems. 2. Knowledge of a variety of test equipment such as engine analyzers, dynamometers, diagnostic tachometers, diagnostic test equipment, and other equipment required for performing work, troubleshooting, and diagnosing mechanical problems, analyzing malfunctions and determining the extent of necessary repairs. 3. Knowledge of safety practices and procedures; the use of personal protection equipment; safe use and maintenance of hand and power tools and other common-to-the-trade equipment and machinery; proper handling and disposal of hazardous material and waste products such as petroleum, oil and lubricant products; standard housekeeping practices for maintaining a clean and safe working environment; and in security for facilities, tools and equipment. 4. Skill in selecting the proper service manuals, technical orders, diagrams, and schematics; reading, interpreting, and applying instructions, specifications, and similar guides to properly service, repair and modify equipment. 5. Ability to complete work with little or no supervision including performing quality assurance inspections to determine if the physical and operating characteristics of repaired equipment are within acceptable standards, specifications, or other requirements that the vehicles can be released for use. 6. Ability to communicate orally and legibly in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
