This position is part of the Farm Production and Conservation (FPAC) Mission Area, Natural Resources Conservation Service (NRCS). The incumbent supports various Geographic Information System (GIS) activities used for conservation planning and implementation, environmental evaluation, and related aspects of Service programs. Provide statewide support for integrating technologies into conservation planning and application activities using NRCS business tools for all applicable NRCS programs.

Duties

Providing training to achieve basic user skills in NRCS Business Tools for all employees with conservation planning job responsibilities. Performing activities including basic data development, data analysis, quality control, quality assurance, and data management as necessary. Identifying new tools that may increase efficiency, effectiveness, or accuracy of core work products. Guiding implementation of GIS and other technology statewide to ensure consistency with state priorities, national direction, and in support of all programs and activities.

  • Physical Demands: Some walking, standing, bending, carrying light items such as books or small equipment. Field work requires walking over rough terrain in all types of weather.
  • Work Environment: Periodic travel is needed to review and assist in field operations and provide training where there may be exposure to extreme temperatures and precipitation.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement. BASIC REQUIREMENTS: Degree:Bachelor's degree or higher in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation. (You must submit transcripts In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying: GS-09 Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-7 grade level in the Federal service, performing the following duties: Assisting with creating maps from a variety of data collected using geographic information systems (GIS); Using remote sensing or digital image analysis technologies to collect geospatial data; and Providing informal training for the use of a variety of remote sensing technologies. OR Education: Must have successfully completed at least 2 full years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines other directly related field of study that provides the knowledge, skills, and abilities necessary to do the work. (You must submit transcripts.) OR Combination: Must have a percentage of the education and experience as described above that totals 100% when combined. When combining education with experience, first determine total qualifying education as a percentage of the education required for the grade level; then determine experience as a percentage of the experience required for the grade level; finally add the two percentages. The total percentage must equal at least 100% to qualify an applicant for that grade level. (Note: Only education in excess of one year (18 semester hours) is qualifying when calculating education percentage). (You must submit transcripts.) GS-11 Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-09 grade level in the Federal service, performing the following duties: Creating maps from a variety of data collected using geographic information systems (GIS); Using remote sensing or digital image analysis technologies to evaluate geospatial data; Providing training to staff for the use of a variety of remote sensing technologies; and Applying geographic information technologies (ie: geodata, GIS) to solve natural resource issues related to conservation programs. Education: Must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines. (You MUST submit transcripts.) OR Combination: Combination of the above described education and specialized experience such that they total 100% when combined. To determine your combination, first compute your experience as a percentage of the experience listed above; then determine your education as a percentage of the education listed above; then add the two percentages. The total percentages must equal at least 100 percent. (Only graduate level education in excess of two years (36 semester hours) may be combined with specialized experience.
