About the Position:
This position is located in the Army Research Laboratory (ARL), Office of the Director, Chief of Staff, Chief Counsel Office in Adelphi, Maryland (MD). ARL is part of the Laboratory Demonstration Project. The position is in pay band DJ-03, Category II. Incumbent is eligible to receive salary levels up to the equivalent of GS-13, Step 10.
Duties
Coordinate with higher HQs legal staff to include, DEVCOM, AFC, AMC and the IP Counsel of the Army.
Work closely with AMC patent attorneys as well as the patent counsel of the Army to execute the Army IP Program.
Coordinate and execute the Invention Evaluation Committee.
Coordinating invention disclosure packages to include working with internal and external parties, to include engineers, scientists, patent counsel, and external stakeholder leadership to secure the Army's interest in government funded IP.
Implement and execute the DD Form 882 efforts to ensure outside parties are properly disclosing inventions developed under Government efforts.
Undertakes all legal functions in support of technology transfer, including negotiation and preparation of Cooperative Research and Development Agreements (CRADAs) and Patent License Agreements (PLAs).
Negotiates licenses for intellectual property to produce parts needed for war material and to transfer technology to the Army for use in advanced systems, and to transfer Army technology to the private sector.
Conducts extent of use investigations.
Requirements

- Occasional travel away from the duty station (TDY) may be required.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: Specialized Experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. In order to qualify for this position, you must possess at least one year of specialized experience which includes experience working with: 1) patents, trade secrets, copyrights and trademarks, and rights in data and computer software, including negotiation of patent, data and software rights clauses and 2) providing legal support to leadership, contracting officers and other procurement officials on the intellectual property, data, and software rights aspects of contracts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (DJ-02 or GS-09 equivalency).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Affairs, Communications, Journalism, Business, English, etc.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
