The primary purpose of this position is to serve as the Wing Special Security Officer located at Schriever SFB, CO. As a senior Security Specialist, provides multi-faceted operational & technical expertise and authoritative guidance to Commanders and senior managers on physical, personnel, information, communications, operations, and industrial security. Duties

DUTY 1: As the Senior Security Specialist for Sensitive Compartmented Information (SCI) programs, provides multifaceted integrated operational and technical expertise on personnel security, information security, communications security, industrial security, and on collateral, SCI and Special Access Programs (SAPs) in support of enterprise-wide mission activities. DUTY 2: Provides authoritative guidance to Commanders and other senior managers on Special Security physical and industrial security requirements, SCI and SAP facility development, compliance and SCI/SAP facility operations/access control. Provides oversight and compliance evaluation on TS/SCI and SAP information systems security. DUTY 3: Provides SSO oversight and planning functions for 310 SW and installation units to include SCI and SAP billet management, visitor control, computer and communications operations security for sensitive data, indoctrinations and debriefings, SCI sanitization, public releases, SCI data release to contractors and selected foreign nations. Overseas wing Security Management program overseeing collateral, physical, information, and personnel disciplines. DUTY 4: Develops future plans and articulates upper-level management goals, objectives and performance standards in security decisions or recommendations requiring significant changes or interpretation of policies or regulations in support of commander objectives.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: intensive knowledge of interrelationships between all security disciplines including, physical, personnel, information, industrial, communications, computer, information assurance, foreign disclosure, and classified contracts, with emphasis on computer security; knowledge of computer security standards and policies; knowledgeable in Command, Control, Communications, Computer and Intelligence (C4I) and Command, Control, Communications, and Information (C3I) programs; knowledge of National, Defense, Space Force and Air Force laws, directives, policies and regulations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of Intelligence Community (IC), DoD, USSF, and AF special security regulations, instructions, practices, and procedures related to force protection, information, physical, personnel, industrial security, OPSEC, information assurance, COMPUSEC, special access programs (SAP), and SCI and mastery of security concepts and principles to plan and implement security processes and protection strategies for operational capabilities. 2. In-depth knowledge of management practices, USSF, USAF, DoD and IC planning and programming systems, organizational and functional concepts, and theater, Joint, national-level, and international-coalition programs and objectives related to NATO, Collateral, SAPs, SCI, and ability to plan, organize, and direct the functions of SSO personnel. 3. Knowledge of budgetary processes, cost-benefit analysis methods, analysis of performance data, program goals, and the organizational elements involved in accomplishing Program Objectives Memorandum (POM) to prepare persuasive budget recommendations. 4. Knowledge of IT principles, concepts, and methods, system architecture, integration techniques, and thorough understanding of threats, vulnerabilities, and countermeasures. Extensive knowledge of security procedures to maintain control of classified materials. 5. Skill in analysis and production of reports and other products that are responsive to the specific needs of the security program, to include formulating, gathering, organizing and analyzing information, resolving conflicts, and presenting clear and concise finding to senior leaders, agency security leads, and mission partners. Requires extensive coordination and the ability to communicate effectively with others, both orally and in writing, along with the capability of exercising tact and diplomacy in interpersonal relationships with people at all levels of command. 6. Ability to maintain and up-to-date awareness of technological advances, analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments and predict how upper level management can meet future requirements. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. A favorable suitability determination is required before appointment. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3. Mission Essential: This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Ref: AFI36-129, dated 17 May 2019. 4. Department of Defense Security Fundamentals Professional Certification (SFPC) and Security Asset Protection Professional Certification (SAPPC) conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
