Duties
You will perform and provide financial support in areas such as budget formulation, financial execution and fiscal policy interpretation.
You will demonstrate proficiency in the area of financial execution , with focus on the development of program phasing and spend plans, expenditure and accrual forecasting/reporting and the use and limitations of multiple appropriations.
You will monitor and reconcile budget authorities and program executions, apply performance measures to identify assets , shortfalls, cost trends and other crucial variances.
You will prepare financial status reports and execution briefs on various, complex budgeting issues and present and explain spend plan deviations to senior leadership.

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
GS-12 Level:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following: 1) Performing full range of trend analysis, financial information, cost performance, budget guidance and formulating, executing and analyzing financial and cost analysis studies; 2) Applying knowledge in budget execution and administrative work involving the monitoring of obligations and expenditures; 3) Reviewing and preparing budget estimates and financial plans; 4) Providing assistance and guidance on budget and financial related information and analysis; 5) Utilizing financial management systems to accomplish budget/funding assignments and transactions; and 6) Researching policies and procedures to help management resolve complex budgeting issues.
GS-11 Level:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following: 1) Applying financial management methods and various budgets functions involving formulation, justification, and/or execution for organizations, programs, or project; Performing administrative duties associated budget execution; 3) Utilizing financial management systems to accomplish budget/funding assignments and transactions; and 4) Assisting senior management with budget estimates and financial plans.

Education
Education Substitution for Experience at the GS-11 Level:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to such a degree;
OR
