This position is part of the National Archives and Records Administration. The incumbent is responsible for the acquisition of supplies and services. The main responsibility of the position is the acquired services, supplies, commercial items and other procurements for NARA and to provide team leader support to the Division team members on assigned procurements.

Duties

As a Contract Specialist, you will: Serve as a Contract Specialist in the Officer of the Chief Acquisition Officer and is responsible for pre-award, post-award and contract administration functions in the procurement of supplies and services, or construction type contracts for those facilities and Presidential Libraries operated by NARA. Analyze in detail the cost and pricing data submitted by offerors to substantiate direct and indirect cost and profit. Review technical and audit reports and resolve conflicting or ambiguous statements and determine the reasonableness of all cost elements. Prepare a pricing report of conclusions reached, and prepare the pre-negotiation pricing position, formulate negotiation strategy, identify area subject to negotiation, and conduct extensive negotiation.

Requirements

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. To be qualified for this position at the GS-12 level, you must have one year of Specialized Experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as: Experience with analysis techniques to evaluate proposals, or prepare pre-negotiation and post-negotiation positions. AND Experience reviewing contract requirements, making recommendations on updates. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F): For the GS-12, you must have been at the GS-11 level for 52 weeks.

Education

Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

Basic Requirements:

A. A 4-year course of study leading to a bachelor's degree with a major in any field.


OR

B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR

C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
