This is an entry level training position assigned to the Bureau of Land Management (BLM), New Mexico State Office, Oklahoma Field Office, in the Division of Wild Horse & Burro (WH&B). Promotion to the full performance level of GS-11 is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.

Duties

Duties will be developmental in nature when filled below the full performance level. You will receive on-the-job training assignment designed to improve your understanding of the Wild Horse and Burro Program, develop skill and competency, and prepare you for advancement to the next grade level of training. Applies Wild Horse and Burro Program laws, regulations, and policies in executing assignments and providing technical guidance. Works with other resource disciplines to ensure and promote effective multiple use land management practices through resource sharing, planning, development, and training. Verifies program compliance by managing, overseeing, and inspecting day-to-day operations within the field office, holding facility, and off-range corral. Enters and extracts data using a variety of computer programs. Works with others in investigations of animal care complaints and inspections of horses and burros for health issues.

Requirements

  • U. S. Citizenship is required.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Meet Selective Service Registration Act requirement for males.
  • Pathways participant agreement is required.
  • You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this is a mandatory testing designated position (TDP) and is subject to random testing for illegal drug use.
  • This position is subject to drug testing based on the collateral duty requiring firearms in the back-country or other locations for non-law enforcement reasons such as protection from animals.
  • Must attain and maintain current certification to use BLM owned firearms to perform euthanizing procedures.
  • This position is subject to the Lautenberg Amendment/Domestic Violence Misdemeanor Amendment to the Gun Control Act of 1968.

  • You cannot hold an active real estate license, nor can you have an interest or hold stocks in firms with interest in Federal Lands.
  • If you are a new employee in the Federal Government, you will be required to complete a one-year probationary period.
  • You will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • Must possess and maintain a valid State Driver’s License for duration of appointment to operate government owned vehicles.
  • Must be able to receive certification in operating heavy equipment (four-wheel drive vehicles, front-end loaders, forklifts, skid steer tractors, dump trucks, and hay squeeze), within the facility, when necessary.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge care for travel purposes.

Qualifications

Recent Graduate Program Requirements: Students MUST submit transcripts with conferred or degree earned date (unofficial transcripts are acceptable). If selected, official transcripts will be required. An Individual Development Plan (IDP) will be completed within 45 days of appointment to track the Recent Graduates' career planning, professional development, and training activities. Selectee will be required to sign Recent Graduates Participant Agreement. Within the first year of employment, the incumbent will be provided a minimum of 40 formal hours of training. The incumbent will be assigned a mentor within 90 days of appointment. In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. Pathways Recent Graduate applicants must have completed, within the previous two years, a qualifying associate's, bachelor's, master's, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Veterans unable to apply within two years of receiving their degree, due to military service obligation, have up to six years after degree completion to apply. Pathways Recent Graduates. Recent Graduates who satisfactorily complete the Pathways Recent Graduates Program and meet all eligibility requirements for conversion may be non-competitively converted to a Term or Permanent appointment in the competitive service. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount qualified specialized experience. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: To qualify for the grade GS-07, you must meet one of the following: A. Have at least one (1) full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) observing and managing activities to ensure Wild Horse & Burro (WH&B) program compliance with regulations; (2) entering and extracting data using a variety of computer programs to track and produce reports related to adoptions; (3) utilizing an understanding of the general health, habits, behavior, and characteristics of domestic/wild free-roaming horses and burros to coordinate care and humane treatment; (4) applying a wide range of natural resources to assess the impact of local WH&B activities on natural resources. Note: Your resume must clearly define this specialized experience. OR B. Have successfully completed at least one full year (18 semester hours) of graduate level education (leading to the master's degree) from an accredited college or university in a field directly related to the work of the position which provided you with the knowledge, skills, and abilities necessary to do the work of this position. Such fields include biological science, agriculture science, or farm/ranch management, etc. (i.e., animal sciences or general agriculture/livestock degree.). NOTE: You must submit copies of your transcripts. OR C. Have an equivalent combination of education and experience as described in A and B above that, when converted to percentages and combined, equal at least 100% of the total requirement. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your graduate education as a percentage of the requirement listed in B above; then add the two percentages. The total percentages must equal at least 100 percent to qualify. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: You must submit a copy of your transcripts and your resume must clearly define the specialized experience. OR D. Have successfully completed all of the requirements for a bachelor's degree in a curriculum that is qualifying for this position as described above from an accredited college or university, and meet one of the requirements for Superior Academic Achievement (SAA) based on the following: (1) class standing (upper third standing in the graduating class of a college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses); (2) grade-point average (3.0 or higher out of a possible 4.0) as recorded on the official transcript, or as computed based on 4 years of education, or (3.5 or higher out of a possible 4.0) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; (3) election to membership in a national scholastic honor society. Qualifying fields include biological science, agriculture science, or farm/ranch management, etc. (i.e., animal sciences or general agriculture/livestock degree.). NOTE: You must provide copies of your transcripts and documentation to support meeting SAA requirements. All qualifications must be met by the closing date of this announcement-06/06/2024-unless otherwise stated in this vacancy announcement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
