About the Position: This position is located in Pittsburgh, PA with the U.S. Army Corps of Engineers, Pittsburgh District.
The incumbent of the position will perform a variety of accounting and budget-related functions, to provide technical and analytical assistance in the Resource Management (RM) office. Serve as Customer Service Representative (CSR) to coordinate the district's labor and payroll processing.
Duties
Ensure that financial requirements, policies, and procedures in documenting fund reservations and obligations related to labor processing are within regulations and laws.
Analyze and reconcile a variety of accounts and transactions.
Conduct day to day examination of various financial reports to ensure accurate data input.
Reviews, verifies, and processes a variety of payroll and time and attendance data impacting pay, electronic funds transfer (EFT) payroll deposits, leave, taxes, benefits other deductions and master payroll record information.
Prepares statistical data for comparison/trend analysis purposes and provides to supervisor for briefing of staff officers.
Serve as POC for Defense Civilian Payroll System (DCPS), and acts as liaison between serviced employees, CPAC, and DFAS staffs.
Answers employee questions regarding payroll adjustments, researches historical records to detect sources of errors and corrects the errors.
Controls security data and maintains records to ensure audit trail records are accurately maintained.
Serves as District liaison with the USACE Finance Center for both disbursements and collections.
Provide payroll liaison services and analyze problems relating to automated pay applications.
Participate in numerous functional and training conferences related to Customer Service Representative (CSR) areas of responsibility.
Maintain interface between Corps of Engineers Financial Management System (CEFMS), Defense Civilian Personnel Data System (DCPDS) and Defense Civilian Payroll System (DCPS).
Serve as the Agency Program Coordinator (APC) for the District Government Travel Credit Card Program and improve the efficiency of the Travel Card Program.
Requirements

- One (1) year probationary period may be required if not completed previously.
- This position requires a Level (2) Certification under the DoD Financial Management (FM) Certification Program to be completed within two years of appointment.

Specialized Experience to Qualify for GS09: One year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes: 1) Processing payroll actions to include corrections, deposits, leave and taxes; 2) Utilizing automated systems such as the Corps of Engineers Financial Management System (CEFMS), Defense Civilian Personnel Data System (DCPDS) and Defense Civilian Payroll System (DCPS) or similar databases; 3) Compiling and analyzing data from a variety of sources to provide detailed financial/labor/payroll reports, respond to inquiries, and create special one-time reports for management; 4) Conducting training sessions with personnel regarding civil pay system use to insure accurate input of employee level time and attendance; 5) Utilizing computer software such as Microsoft Office, Outlook, or similar software to create power point presentations, spreadsheets and emails; 6) Managing the Government Travel Credit Card Program and related transactions.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Financial Management, Business Management and Accounting. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
