You will serve as an EQUIPMENT SPECIALIST in the Source Development Division of the Engineering and Product Support Department, NAVSUP WSS, Philadelphia, PA.
Duties
You will perform the Source Approval Request review process for flight critical items, Requests for Engineering Support, updating necessary files, and preparing correspondence documenting findings and status of review.
You will lead a team of NAVSUP WSS Phila and Fleet Readiness Center (FRC) personnel in the performance of site surveys and First Article Test reviews (such as First Piece Layouts) and Production Lot Test reviews conducted at contractor's facilities.
You will attend progress reviews, making decisions relative to contractor performance and providing input to the contracting officer.
You will provide technical guidance and direction as required to journeyman level and junior team members for the execution of full screen reviews, the development of Source Approval Request (SAR) packages and requests for engineering support.
You will conduct external conferences and visits to contractor facilities to evaluate contractor's capabilities to produce complex aircraft equipment under second sourcing review.
You will be responsible for the development and project management of innovative approaches to perform second sourcing for the highly complex Avionic/Electrical systems and its components.

Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector; developing and managing innovative approaches to perform second sourcing for highly complex aircraft systems and its components. Specialized experience may demonstrate the following:
1. Interpreting, identifying, and analyzing processes and material requirements found within technical data packages and to verify that processes used in manufacture of airframe systems are in compliance with contractual requirements.
2. Analyzing contract specifications and examining pertinent equipment to determine if specifications are met.
3. Ensuring adequacy of flight critical items packages are met for NAVSUP and DLA.
4. Performing Source Approval Request review for flight critical items submitted via Defense Logistics Agency Form DLA 339 for engineering support
5. Analyzing detailed drawings and specification packages by assessing the completeness of the data submitted and data available from NATEC (Naval Air Technical Engineering Center).
6. Developing, and documenting quality assurance, qualification, and specification requirements to be levied on additional sources of supply for complex systems.
