Duties

This position will allow you to use your expertise in administration to provide advisory and technical services to CBP management. This position starts at a salary of $54,061.00 (GS-07, Step 01) to $85,963.00 (GS-09, Step 10. GS Salary: Visit this link to view the locality pay tables by geographic area. In this Mission Support Specialist position, you will strengthen the Department's ability to protect the homeland by becoming a valuable member of a team of administrative professionals. Typical work assignments include: Monitoring sensitive information systems to ensure compliance with performance management requirements; providing technical assistance to port personnel; assisting management in confidential preparation of performance plans and appraisals. Obtaining advance knowledge of management's position(s) with regard to collective bargaining, the investigation into, and disposition of, grievances and unfair labor practices, proposed and final discipline/adverse actions, Equal Employment Opportunity complaints, appeals to the Merit Systems Protection Board, and other labor and employee relations matters. Managing the port's supply program, supply levels, and re-orders timely to ensure a sufficient stock of commonly used items; soliciting additional supply needs, and identifies and procures items to meet identified needs; conducting research and utilizing knowledge of procurement sources and techniques to effectively and efficiently execute a supply program that supports port operations and operates within allocated supply budget. Managing incoming and outgoing correspondence, suspense/s, and reports; receiving incoming official mail and ensuring proper handling of administrative material; assisting in the location and collection of information and reference materials on issues and activities of current interest to the Port Director; receiving and reviewing all material requiring Port Director signature.

Experience: You qualify for the GS-07 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Assisting with planning to gather and interpret information and data for problems Assisting with identifying ways to improve or enhance current services Participating in analyzing the effects of changes in law and regulations as they pertain to management services Assisting with reconciling conflicting incomplete information Experience: You qualify for the GS-09 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Assisting senior specialists in analyzing programs to measure performance and efficiency Determining the most effective technical approaches to the problem using standard regulations and procedures Analyzing workflow and office procedures, problem solving Advising staff on methods and procedures NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Education Substitution: GS-07: Successful completion of one year of full-time graduate education from an accredited college or university may substitute for the experience required at this level. This education must demonstrate the skills necessary to do this job. Check with your school to determine how many credit hours comprise a year of graduate education. If that information is not available, use 18 semester or 27 quarter hours. OR A bachelor's degree with Superior Academic Achievement (SAA) may also substitute for the experience required. It is based on (1) class standing, (2) grade-point average (i.e., GPA 3.0 or higher of a possible 4.0, excluding pass/fail credits. Pass/fail credits cannot be more than 10% of total credits), or (3) honor society membership. Review Superior Academic Achievement (SAA) to see if you qualify under this provision. GS-9: Successful completion of a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in any field, or a L.L.B. or J.D. for the experience required at the GS-9 grade level. Such education must have been obtained in an accredited college or university. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours. You are required to submit proof of your claim. Combining Education and Experience: To combine your education and experience, you must convert each to a percentage, and then add the percentages. The combined total of your percentage of education and experience must equal at least 100% in order to qualify. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. To calculate your percentage of graduate education, divide the number of graduate semester hours in excess of the amount required for the next lower grade level, by 18. To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. Add your percentages of education and experience. The two percentages must total at least 100%. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 05/30/2024. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Current and former federal employees may be required to serve or complete a probationary period.
