These positions are located in Biscayne National Park, in the Division of Natural Resources Management. This is a term position (more than 1 year) with an initial appointment to last at least 13 months but may be extended up to a total of 10-years. Term positions do not convey permanent status in the Federal service. Open to the first 100 applicants or until 06/06/2024 whichever comes first. Duties

Completes field and office activities related to the management, monitoring, restoration, and/or conservation of a wide variety of marine and terrestrial natural resources, utilizing SCUBA and snorkel/free-diving when appropriate. Assists with ecological restoration and conservation projects in coral reef, seagrass, island, and/or coastal forest habitat to improve resource conditions following disturbances from storms, marine heatwaves, vessel groundings, marine debris, diseases, etc. Restoration and conservation projects may include marine debris removal, coral reef stabilization, coral population enhancement, coral disease intervention, invasive species management, seagrass habitat restoration, removal of exotic plants and animals, and/or planting native vegetation. Prepares, installs and maintains mooring buoys and aids to navigation.

If you do not already possess the certification, you will be required to pass the Motorboat Operators Certification Course (MOCC) within 6 months of the Entrance-on-Duty date. You will be required to acquire and maintain the OSHA Maintenance Diving certification within 6 months of the Entrance-on-Duty date. You must be able to lift and carry up to 50 lbs. Qualifications All qualifications must be met by the closing date of this announcement-06/06/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. SELECTIVE FACTOR: This position requires a DOI Motorboat Operator Certification Course (MOCC) or equivalent and substantial experience operating vessels (up to 28 in length) in open water marine environments. You must submit documentation of how you meet this requirement, such as photocopies of certifications and descriptions of experience in your resume. -AND- SELECTIVE FACTOR: This position required advanced open water SCUBA certification and also requires that you have completed at least 50 scientific and/or commercial dives. You must submit copies of certification cards and dive logs displaying complete information for each dive to demonstrate that you meet this requirement. Candidates who do not meet these requirements by close of this announcement will receive no further consideration for this position. - AND - To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: assists professional staff in implementing restoration, research, and monitoring programs to evaluate marine and coastal natural resources including but not limited to rare, threatened, and endangered species; implements a wide variety of field activities in support of marine and coastal resource management programs; provides logistical support and area orientation for contractors and cooperating scientists; provides guidance to lower graded technicians, interns, students, and volunteers in gathering field data in marine and coastal environments, including proper and safe handling of equipment and tools; and operation of motorized vehicles and boats (up to 28' in length). You must include hours per week worked. -OR- EDUCATION: Successful completion of at least one full year of graduate education with coursework in a field of study directly related to the position to be filled including biology, ecology, environmental science, marine biology, marine ecology, etc... One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. To combine experience and education, first determine the percentage of qualifying experience by dividing the months of qualifying experience by 12 and then multiplying the resulting decimal by 100. Then determine the percentage of qualifying graduate level education by dividing the total number of graduate level credits completed by 18, then multiply by 100. Add the two percentages together, the total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
