The primary purpose of this position is to receive, distribute, record, and process all incoming, outgoing and intra-base accountable (registered, express, certified, and insured) and non-accountable official communications, as well as the safeguarding and processing of classified mail, in support of the official mail cost control program.

Duties

SUMMARY: The National Defense Authorization Act for FY2020 approved a new, independent Space Force in the Department of the Air Force. The U.S. Space Force is a military service that organizes, trains & equips space forces in order to protect U.S. and allied interests in space and to provide space capabilities to the joint force. This new military branch is taking shape and recruiting! DUTIES: Provides official/personal mail service in accordance with DoD 4525.6-, DoD Postal Manual, DoDM 4525.-8 _ AFMAN 33-306, DoD Official Mail Manual, DODI 4525.9, DoD Military Postal Service, and AFMAN 33-365, DoD Official Mail Management. Receives and dispatches mail to/from the USPS, UPS and FedEx. Sorts, processes, and delivers incoming correspondence to Activity Distribution Offices (ADO) representatives. Performs routine visual inspections on trucks; inspects vehicles and adheres to all DoD, and Air Force Vehicle Control policies and procedures. Screens outgoing mail to assure it is prepared in accordance with appropriate DoD, Air Force, and postal instructions Prepares digests of condensed subject matter, enabling recipients to assign action without having to read entire file of precedent correspondence in order to determine appropriate action officer. Adheres to procedures that are prescribed for the control of special communications both incoming and outgoing. These communications include registered, certified, security classified, priority mail, reply mail or other types that agency policy may specify. Control procedures vary from entries in simple logs to the use of complex control forms including use of U.S. Postal Service and other serial numbers. Responsible for receiving, sorting, transporting, controlling, and processing all incoming and outgoing special services mail (registered, express, certified, and insured). Performs clerical work related to the processing of incoming and outgoing of accountable mail and/or the systematic arrangement of records for storage or reference purposes. Schedules disposition of records, and the performance of related work when such duties require the application of established DoD, Air Force, and postal instructions. Applies knowledge of prescribed system for governing the flow and control of communications, and/ or the filing or storage and retrieval of records, and knowledge of the organization and functions of the operating unit or units serviced. Routes correspondence. Assigns appropriate routing code and attaches a routing and control form after identifying the legal name of the correspondent under which the control form will be filed (and such secondary names as are necessary) so that correspondence can be easily identified in the future. Routes mail to organizational segments or individuals. Checks mail to ensure correct postage and that packages and letters are in proper condition for mailing. Routes varying materials of difficult content to a large number ( e.g., 150 or more) of organizational units, many of which have closely related functions. Processes normally require reading the communication to determine its subject-matter before routing.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes the understanding of the organizational structure and functions of a national headquarters office and of its sub elements to route any type of material on any of a wide variety of different topics by subject-matter content. Thorough knowledge of legal, technical, financial, and professional subject matter to classify materials, to search for precedent materials, to prepare digests of file contents, and to route materials to subject-matter specialists within any of a large number of organizational entities. Knowledge of agency and U.S. Postal Service requirements to process incoming and outgoing mail, establish distribution patterns and codes, etc. OR EDUCATION: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college, or university. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience as described above may be used to qualify for this position. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of functional requirements for official/personal mail including USPS, DoD, and Air Force postal instructions, policies, and directives governing the receiving, controlling, transporting and processing of all classifications of mail, including special services mail and commercial carrier mail. 2. Knowledge of the functions, organizational structures and locations of the units serviced in order to effectively receive, organize, and deliver administrative communications in an expeditious manner. 3. Thorough knowledge of correspondence procedures and filing systems characterized as "complex" in the Occupational Information section. 4. Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction. 5. Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems. 6. Ability to listen to and understand information and ideas presented through spoken words and sentences. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDTIONS OF EMPLOYMENT: The physical requirements of this position as determined by the manager are: Be physically able to stand for prolonged periods and lift up to 70 pounds; operates light vehicles, motorized mail carts, or other self-propelled vehicles in the delivery and pick up of mail. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national Security and public safety.
