About the Position: Serves as Project Safety Officer and Environmental Compliance Coordinator and is responsible for the management of a comprehensive and effective program for all O&M and contract activities.

Duties

Serves as Project Emergency Operations Activities Coordinator. Serves as Hazardous Waste Coordinator. Responsible for training and directing all team or individual emergency response activities on the Project. Oversees medical surveillance program and serves as contact with Public Health and the District Safety Office. Serves as project Dam Safety Officer responsible for managing a comprehensive Dam Safety Program for the operating project. Oversees Idaho Pollutant Discharge Elimination System Permit and submits all discharge monitoring reports. Performs safety related accident investigations and completes USACE reporting requirements. Performs environmental spill incident investigations and completes USACE and EPA reporting requirements such as spill reporting, Tier II, and oil and grease accountability reporting. Water system operator. Sample collection for water, lead, noise, and ozone.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Obtain and maintain a valid state Driver’s License.
  • Pre-employment physical is required.
  • Position is under the Medical Surveillance Program.
  • May be required to wear respirator and other PPE in emergency situations.
  • FC-12 ACTEDS training is mandatory for personnel filling these positions. Incumbent must possess or complete FC-12 Level I Professional Certificate in Safety and Occupational Health (PCSOH) program within 24 months of appointment.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes supporting a safety program AND having experience in at least one of the following areas: environmental compliance OR collection/storage/disposal of hazardous materials and waste. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
