The Air Force Civilian Service (AFCS) is currently seeking candidates for a Supply Chain Analyst, DR-1515/0896-I/II for the Joint Warfare Analysis Center, Dahlgren, VA

Duties

Backgrounds in operations research, quantitative analytics, statistics, or related fields. Analysts must understand supply chains as part of a network or functional system, cope with and address poor and incomplete data, and deliver accurate, quantitative, technically rigorous solutions to the warfighter. Supply Chain analysts conduct the full lifecycle of analysis, including scoping, research, data structuring, analysis, product development, delivery, methodological advancement, and liaison. Part of a multi-disciplinary team: supply chain analysts are expected to have a solid knowledge foundation on supply chains and have the ability to develop comprehensive models. Be able to leverage, integrate, and collaborate with other analytic fields, including multiple types of engineering.

  • Locations are not negotiable. The actual duty locations available may be located on the Air Force Civilian Service website.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing program. The incumbent is subject to random testing for drug use.

Qualifications

Specialized Experience is defined as work in the private or public sector performing duties in or related to the work of the position being filled. For DR-I: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-5 grade level in the Federal service or equivalent in other pay systems. Specialized Experience is defined as work in the private or public sector performing duties in or related to the work of the position being filled. Examples of specialized experience include understanding of operational research and analysis as related to supply chain issues; ability to apply statistical analysis, mathematical modeling, or other quantitative methods to solve supply chain problems; knowledge of programming languages and data analytic tools such as Python, R, SQL, etc. in order to gather and interpret data from multiple sources. For DR-II: Your resume must demonstrate at least one year of specialized experience at or equivalent to DR-I/GS-11 level in the Federal service or equivalent in other pay systems that equipped you with the particular knowledge, skills and abilities (KSAs) to perform successfully the duties of this position, and that is in or related to the position to be filled. Examples of specialized experience include advanced experience conducting operational research and analysis as related to supply chain issues; mastery of statistical analysis, data mining, probability theory, mathematical modeling, or other quantitative methods in order to analyze information and solve supply chain problems; proficiency in using programming languages and data analytic tools such as Python, R, SQL, etc. in order to gather data from multiple sources, analyze the findings, draw conclusions and make recommendations. Knowledge, Skills, and Abilities (The following will be used to help rate and rank eligible candidates.): Ability to perform research, reviews, and analysis, and conducting development studies of supply chain and logistics networks. Ability to use analytic skill to develop models which simulate operations through use of mathematical techniques and to use analytical models with critical judgment. Knowledge related to programming, mathematical modeling, economic analysis, statistics, simulation, optimization, and probability theory to study supply chain processes and provide decisional support. Compiling, organizing, and analyzing data/information to find solutions to problems requiring the use of a broad range of operations research methods and techniques. Ability to provide recommendations to ensure projects/programs are coordinated in an efficient and cost-effective manner; participating in the resolution of operational issues affecting assigned project. Ability to lead study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints.
