Duties

WHAT IS THE TAX EXEMPT/GOVERNMENT ENTITIES DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Tax Exempt and Government Entities Compliance Planning & Classification (CP&C) The following are the duties of this position at the full working level. Performs assignments that have significant impact on issues facing the organization. Examples include, participating in business reviews of field and headquarter offices; serving on task forces or study groups as the Director's representative to address divisional and nationwide issues; establishing policy for field operations and performing independent analyses of Area or nationwide TEGE functional operations. The incumbent must be knowledgeable of the Director's policies and ensure that views are well represented. The incumbent may also represent the Director on local Federal executive projects or similar activities. Leads teams of functional division managers and employees; or independently studies complex problems facing the organization or those of particular concern or interest within the TE/GE Division. This may require coordinating input from activities outside the division or identifying new or modified methods of performing work that requires the incumbent to demonstrate both expert analytical or process analysis skills and expert knowledge of professional tax accounting. Participates with cross-functional representatives on activities within the TE/GE Division including development of operating plans, Business Plan, and Business Review assessments and reports. Assists the Director with oversight responsibilities by conducting specific studies and analyses to support operational reviews and measure achievement of goals and performance expectations, execution of plans, accomplishment of benchmarks, compliance with directives, and utilization of resources. Analyzes TEGE program areas to discern trends in program delivery such as effectiveness of incorporating various applications into audit and compliance processes, and consolidated report data to measure effectiveness in meeting baselines or the degree to which program plans and achievements support strategic agency initiatives. Serves as the process-analysis expert and applies skills to local or Servicewide issues. Provides necessary technical advice and staff assistance to headquarters executives, headquarters analysts, field managers, and employees in the assigned TEGE program area. Develops and prepares operating guidelines, instructions and other material pertaining to assigned program areas.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: BASIC REQUIREMENTS: A Certificate as a Certified Public Accountant (CPA) or a bachelor's or higher degree in accounting that included at least 30 semester hours in accounting or 24 semester hours in accounting and an additional 6 semester hours in related subjects such as business law, economics, statistical/quantitative methods, computerized accounting or financial systems, financial management, or finance. OR A bachelor's or higher degree in a field other than accounting or a combination of education and experience equivalent to 4 years that included at least 30 semester hours in accounting or 24 semester hours in accounting and 6 semester hours in related subjects as described above. OR Currently or previously held an Internal Revenue Agent GS-0512 position for at least one year. AND SPECIALIZED EXPERIENCE GS-14: You must have at least one year of specialized experience equivalent to the grade 13 level. Specialized experience is defined as progressively responsible and diversified professional accounting or auditing work that required: Experience in applying professional accounting principles, theory, and practices to analyze and interpret accounting books, records, or systems specifically to determine their effect on Federal tax liabilities and their adequacy for recording transactions affecting tax liabilities; Experience interpreting and applying Federal tax law for individuals, business and/or exempt organizations, partnerships, and corporations; Experience with business and trade practices to develop tax issues based on analysis and evaluation of overall business operations and financial condition; Experience with corporate financial transactions and financial management principles and practices and interacting effectively with a broad range of individuals and negotiating with specialists in accounting, legal, tax, and other similar business related professions; Experience working and /or coordinating fraud cases for example: Analyzes fraud work to discern trends and determine effectiveness of the fraud program and coordinate on fraud identification and development. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
