The primary purpose of this position is the supervision of the Specimen Acquisition Section(s), which falls under the Pathology and Laboratory Medicine Service Line at the Michael E. DeBakey VA Medical Center in Houston, Texas.

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The Supervisory Health Technician is responsible for the direct management of blood drawing and accessioning/processing personnel and reports to the Assistant Laboratory Manager. The Supervisory Health Technician promotes efficient delivery of laboratory specimens, services, and information. He/she answers technical test questions, forwards inquiries to the appropriate department and manages supplies and inventory. The incumbent serves as a Multidisciplinary Health Technician in the Accessioning and Processing/Blood Drawing section of the Clinical Laboratory with the responsibility of overseeing the performing of all specimen-logins, production and distribution of all work lists and specimens, and successful phlebotomy of all Veterans requiring blood work to be done. As the Supervisory Health Technician, the incumbent must ensure staff are familiar with tests performed throughout the laboratory, i.e. chemistry, hematology, urinalysis, coagulation, microbiology, histology, and cytology. The employee must also be familiar with the multitude of laboratory send-out tests, their respective requirements, and requirements noted by the laboratories where they are performed. The Supervisory Health Technician must maintain current knowledge in the changing field of ancillary testing sufficient to serve as the first line technical consultant and advisor to other staff. The Supervisory Health Technician must maintain current knowledge of the procurement and service requirements for ancillary testing. The health technician must also have a thorough knowledge of accrediting agencies and regulatory requirements, including Joint Commission and the College of American Pathology. ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Are you proficient in basic written and spoken English. -AND- One year of specialized experience that required application of the knowledge, methods, and techniques of this position. To be creditable, specialized experience must have been equivalent to at least the GS-07 grade level. Specialized experience includes knowledge and experience performing patient care and administrative duties in a clinical setting; performing supervisory duties in a clinical setting; managing the administrative aspects of clinical operations for a service line/department; creating or implementing staff development, education, and training; executing on-the-job training; establishing and ensuring performance measures are met by employees. This experience must be detailed in your resume to receive credit. -OR- One and a half years of graduate education that is directly related to the work of this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. You will receive credit for all qualifying experience, including volunteer experience.
