The Woodrow Wilson International Center for Scholars is the living, national memorial to President Wilson established by an Act of Congress in 1968 & headquartered in Washington, D.C. The Center provides an essential link between the policy & academic communities by creating programs & communication opportunities that examine current & emerging challenges confronting the United States and the world. It is a non-partisan/non-advocacy institution supported by both public & private funds.

Duties

The incumbent serves as Librarian, with different functional duties, but all serving to fulfill the research mission of the Wilson Center by providing access to and instruction in the use of specialized research materials in the social sciences, particularly those in public policy, area studies, international relations, and modern history.

Qualifications Basic Requirement for Librarian: A. Completion of one (1) full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. -OR- B. A total of at least five (5) years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes applying knowledge of the theories, concepts, and principles of librarianship to select, organize, preserve, access, and disseminate information. This work must demonstrate experience: 1) providing librarian services to support various library collections and/or collection development functions such as selection, acquisition, and/or de-accessing of resources; 2) identifying and/or evaluating information technology developments and/or their applications to support library services; AND 3) managing an organization's library budget and/or resources. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Administration Information Management Managing library operations Developing policies and procedures Ability to supervise TIME-IN-GRADE REQUIREMENTS: Must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-XXis required to meet the time-in-grade requirements for the GS-XX level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade if you are a current permanent Federal employee. No award SF-50 will be accepted). One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
