The Program Analyst (Informatics) position is located at the South Texas Veterans Health Care System (STVHCS). Incumbent serves to improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new technologies throughout the Veterans Health Administration (VHA). Incumbent uses knowledge to adapt IT systems to drive management of the health system toward effectiveness and efficiency.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/30/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Applying a wide range of advanced practices, theories, and emerging information in Health Informatics for the electronic health record and associated clinical software and provides users and staff with consultative support; 2) Applying methods making health care operations more effective and efficient integrating software applications for clinical services; 3) Experience in clinical operations include collaborating with end users, Office of Information and Technology (OIT) and management, guiding the evolution of clinical software processes; 4) Using data to track and manage patient care, in order to be able to provide expert and professional Health Informatics consulting services and to develop and deliver appropriate Health Informatics educational and training programs to all levels of employees, internal and external to the VA; 5) Knowledge of VHA operations, national databases (including the Veterans Health Information Systems and Technology Architecture [VistA] architecture and file structure), analytical techniques and clinical applications development techniques.

Physical Requirements and Work Environment: The work is usually sedentary, but it requires periods of walking, standing, bending, or climbing, and employees may carry light items such as books, instruments, laptops, and other similar materials. The work is conducted in office, conference room, and clinical/hospital patient care settings. Typically, the work is hazard-free, not requiring any special equipment or clothing. The employee is in on-call status as needed and works flexible hours to meet the needs of the facility end user.
