Duties

This announcement provides a reassignment/promotion opportunity to the position of Assistant Special Agent-In-Charge, Supervisory Criminal Investigator, Manager Band, in the Office of Investigations, for Criminal Intelligence and Program Coordination Division (CIPCD) in Headquarters Operations (HQ). The successful candidate must exhibit a high degree of leadership and demonstrate experience planning and conducting complex federal criminal investigations. Location in Arlington, VA or OIG Nationwide AFO to be determined based upon selectee. In-Office Requirement: The U.S. Postal Service, Office of Inspector General values collaboration, teamwork, and effective communication to foster our dynamic working and learning environment. The position adheres to our agency's telework policy to facilitate this and requires an in-office presence of at least two days per pay period. Remote work is not available for this role. The successful candidate must exhibit a high degree of leadership and demonstrate experience planning and conducting complex federal criminal investigations. This position is being advertised at the Manager Band level, equivalent to a GS-14. The base salary range for this position is $109,604 - $140,987. Locality and LEAP Pay authorized. The promotion to the ASAC, Manager Band under this announcement is temporary and limited to this particular position in CIPCD. The selected candidate will be required to sign a Memorandum of Understanding (MOU) regarding the temporary nature of this appointment. This temporary appointment is not to exceed 48 months (4 years). This temporary appointment can be terminated at any time at management's discretion. All salary calculations (PES, COLA, etc.) will be based on the permanent journey band position salary. The selectee will be returned to his/her previous position (at previous pay and grade), or a different position of equivalent pay and grade as his/her previous position, upon termination of the temporary promotion. The return to previous pay and grade is not an adverse action and is not subject to appeal procedures. Relocation expenses may be paid. Must be able to obtain/maintain a government-issued credit card and Top Secret security clearance. Please note that the duties and responsibilities associated with this position may vary based upon the agency's needs at the time of hire. The following description of major duties and responsibilities is only intended to give applicants a general overview of the expectations. The successful candidate must exhibit a high degree of leadership and demonstrate experience planning and conducting complex federal criminal investigations. The employee supervises the activities of staff engaged in providing administrative support in the planning and conducting investigations related to alleged or suspected violations of criminal laws. This is a secondary criminal investigator position. Responsibilities include the day-to-day management of work; collaborating with peers and subordinates to assure effective advisory services; and otherwise ensuring continuous progress toward stated goals. Provides authoritative advisory service and/or develops authoritative policy interpretation in the area of criminal investigation. Assures implementation by subordinate staff of the goals and objectives of an agency-wide program. Implements established goals and objectives; assesses measures that evaluate performance; and makes recommendations for program improvement. Qualifications

MINIMUM QUALIFICATIONS You must meet ALL of the minimum qualifications listed below. Current USPS-OIG 1811 career employee Bachelor's Degree from an accredited college or university At least 6 years of professional federal law enforcement experience Ability to lead and demonstrate experience planning and conducting complex federal criminal investigations Received at least a met expectations rating on your most recent performance appraisals (FY 2022 and 2023) DESIRABLE QUALIFICATIONS Investigative experience in Healthcare Fraud EVALUATION FACTORS You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume. You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Your resume MUST reflect that you have experience, knowledge and/or skills in each of the following Evaluation Factors listed below: Demonstrated ability to define problems, analyze alternatives, and recommend solutions to difficult criminal investigative problems or issues. Ability to oversee numerous projects with competing deadlines from the idea phase through implementation. An understanding of the current research, analytical, and documentation tools, to include Power BI, Office 365, and SharePoint. Demonstrated understanding of the OIG's investigative programs including narcotics, mail theft, healthcare claimant fraud, provider fraud, financial fraud and general crimes. Ability to effectively communicate, both orally and in writing, facts and circumstances of investigations which are understandable to management officials.
