Duties
Summary
The primary purpose of this position is to be the single point of contact responsible for planning, administering, developing, and evaluating the base training and education services program for all personnel assigned or attached to the installation. Service as a liaison between the installation, unit commanders, and the HQ PACAF regarding training and education services.
Duties
Serves as the Base Training and Education Services (BTES) administrator with responsibility to plan, direct, coordinate and report on the full scope of activities to accomplish the assigned center(s) program. Supervises the MEO staff.
Conducts the strategic planning process to include needs assessment, evaluation of quality education system recommendations, establishing annual objectives, review the Education Plan for currency and implement the plan and evaluate progress. Prepares a variety of education service reports to include the annual BTES budget.
Provides On-the-Job Training (OJT) and Education consultant services to support all assigned units on all performance locations to include reserve Individual Mobilization Augmentees (IMAs). Upon receipt of OJT and education policy and program changes, disseminates and implements the changes.
Provides contract oversight to the Community College of the Air Force (CCAF) program, the AWC and ACSC seminar program, the base education and training testing program, the Distance Learning program and computer systems maintenance. Provides counseling to support these programs.
Partner with academic institutions, to include reviewing term schedules, allocating classrooms and equipment and provides for security, attending the Base Education Planning and Advisory Committee (BEPAC) and resolving problems involving academic institutions or base units. Markets BTES programs.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1740, Education Service series.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Applicants must have a Degree: that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. For guidance counselor positions, a college or university-sponsored practicum in counseling is also required. NOTE: You MUST submit a copy of your transcripts.
Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests.
Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities.
Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs.
Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs.
Teaching methods: Study of teaching strategies and learning styles of the adult learner.
Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation.
Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems.
Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes, (1) Knowledge of the principles, concepts, and techniques of adult technical training and continuing education to manage base training programs and operate career related or self-development education and training programs and/or manage project activities; (2) Knowledge of military training and education services policies and regulations to deliver programs and services which include coordination of logistical support with unit commanders and unit training managers to include scheduling activities, managing funds, and meeting Air Force and MAJCOM requirements; (3) Knowledge of needs assessment techniques, procedures, and interpretation to accomplish data collection and analysis for assigned programs or products; (4) Knowledge of Career Development Course (CDC), Skills Deve1opID£nt Program (SDS), Air Force Training Course, Extension Course Institute (ECI), and Distance Learning (DL) materials, policies, procedures, and processes; (5) Knowledge of the Air Force personnel data system supporting base training and education services programs.

EDUCATION: Applicants must have successfully completed three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You MUST submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In depth knowledge of education and training policies, programs, and processes relating to On-the-Job Training (OJT), Career Development Course (CDC) administration, career field education and training plans (CFETPs), specialty training standards (STSs), course training standards (CTSs). General knowledge of DOD and Air Force educational policies, programs and processes.
2. Knowledge of the Federal and Air Force guidelines and practices involving the supervision of civil service employees.
3. Demonstrated supervisory or team leader skills.
4. Skill in the use of surveys and statistical data to analyze trends and make recommendations for improving education and training programs.
5. Ability to review, analyze and evaluate education and training programs.
6. Ability to plan, organize and direct training and educational program and services.
7. Skill in preparing written forms, schedules and reports relating to base training programs.
8. Knowledge of basic budget preparation as it applies to preparing operating and capital expenditure training budgets.
9. Knowledge of, and skill in developing course materials and instructional methods, principles, and techniques in order to develop self-contained training courses, obtain training resources and assess overall effectiveness in order to meet identified training requirements.
10. Skill in the use of automation software and related equipment.
11. Ability to communicate effectively, both orally and in writing, including the ability to deal with diverse populations from educationally disadvantaged or vocationally underdeveloped to college graduates.
12. Ability to instruct training courses in a classroom or seminar setting.
13. Knowledge of a wide range of contacting and procurement policies and procedures and of suppliers' methods of operation to determine the most effective services available.
14. Knowledge of Distance Learning (DL) techniques and strategies.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
