Duties
The Roseburg VA Health Care System (RVAHCS) is a Joint Commission accredited, complexity level three organization, consisting of a medical center located in Roseburg, OR, two Community Based Outpatient Clinics located in Brookings and North Bend, OR, and the Eugene VA Health Care Center in Eugene, OR. The Roseburg campus consists of 114 acres and 42 buildings. (RVAHCS) offers primary care, surgical services, long term care, and mental health inpatient and outpatient services. Specialty services not provided by (RVAHCS) are offered through the Portland VA Medical Center or in the communities in our primary service areas.
The Assistant Nurse Manager (ANM) is responsible for the day-to-day operation of the nursing staff within Community Living Center. Duties include, but not limited to:
Planning, directing, budgeting, monitoring, and evaluating nursing functions within CLC.
Ensuring compliance with State Operations Manual for Long Term Care Facilities, VA national and local policies.
Assisting the team in developing local policies and procedures and coordinating the performance improvement, utilization review, and risk management programs related to ambulatory care.
Evaluating the effectiveness of the CLC program, performance measures, and CLC quality measures.
Monitoring and controlling program operation expenditures and monitoring and reporting workload.
Selecting qualified personnel to fill nursing and program support vacancies.
The ANM will collaborate with Nurse Manager regarding personnel issues.
Coordinating the orientation and ongoing staff and student educational programs.
Accountable and responsible for possessing the knowledge and skill to:
Communicate and interact appropriately with all internal and external customers.
Maintain confidentiality of electronic, written, and/or verbal patient/employee information.
Demonstrate working practices that include adherence to Infection Control standards and the safe use and operation of equipment.
This position serves as a direct line supervisor, consultant, and advisor to subordinates, peers, and administration.
Provides on-site leadership and has responsibility for the updating, deployment, coordination, and evaluation of the program at the Roseburg VA Healthcare System (RVAHCS).
Responsible for cross-coverage of all CLC locations and may act in a broader role in the absence of the Nurse Manager.
Responsibilities for CLC service include:
Developing the scope of practice for employees assigned,
Designing plan of care
Assuring implementation of quality improvement measures along with developing action plans to meet performance measures.
Designates service priorities and objectives, supervises programs, and supervises and evaluates performance of staff assigned to the program.
Makes independent professional decisions and recommendations with infrequent recourse to supervisory guidance.
Responsible for advising management of specific clinical or administrative issues within the CLC Nursing Service and within the Roseburg VA Health Care System (RVAHCS).

Compressed/Flexible: Available- 9 days per two week pay period (8 x 9 hour days and 1 x 8 hour day)

Qualifications
Basic Requirements:
English Language Proficiency. In accordance with 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE); OR Individuals attending a master's level bridge program in nursing who have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program. (Reference VA Handbook 5005, Appendix G6); OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active, and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing to warrant an appointment as a Nurse who has completed an associated degree/entry level Nursing education program. Credit for foreign nursing education higher that associate degree/entry level requires a formal degree equivalency validation from a recognized equivalency evaluation accepted by VA such as International Consultants of Delaware (ICD).
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Graduate Nurse Technician (GNT) Exception: Candidates who otherwise meet the basic education requirements, but do not possess the required licensure, may be appointed at the entry step of the grade and level applicable to the completed nursing education as a GNT on a 120-day temporary appointment while actively pursuing licensure (may be extended up to two years on a case-by-case-basis.)
NOTE: Grandfathering Provision - All persons currently employed in VHA in 0610 series and performing the duties as described in the qualification standard on the effective date of the standard (1/29/2024) are considered to have met all qualification requirements for the grade held including positive education and licensure/certification.
