The Physical Medicine and Rehabilitation Services (PM&RS) Telerehabilitation/PNS (Polytrauma Network Site) Program Director is accountable for the management, supervision, and evaluation of care for patients within the PNS program and those receiving telerehabilitation. The incumbent facilitates an atmosphere of interactive management and development of collegial relationships and serves as a link between PM&RS and all other RVAMC healthcare disciplines participating in Telerehabilitation.

Duties include but are not limited to:
The Telerehabilitation/PNS (Polytrauma Network Site) Program Director is responsible for directing the clinical and administrative services offering virtual care services to ensure programs are in compliance with local and VHA standards and policies.
The incumbent is responsible for the development and continued effective functioning of the interdisciplinary health care team within PNS, to include strategic planning, and survey preparation (Joint Commission, CARF, etc.).
The incumbent interviews prospectiveapplicants for Program vacancies and orients newly appointed employees of the Program. The incumbent initiates personnel actions within the service which includes evaluating performance, counseling, interviewing, and selecting candidates, resolving complaints, dealing with disciplinary matters, and is responsible for personnel management within the Program. The incumbent is responsible for developing the Program's portion of the assigned employees' Training Plans. The incumbent is responsible for incorporating training required by the medical center and the overall training within the Program to facilitate all staff to have the training and tools to perform relevant work in each specialty area.
The incumbent is responsible for the development and implementation of local Telerehabilitation policies and procedures to include performance improvement, patient safety, utilization review, emergency preparedness, and staff safety.
The incumbent is responsible for the evaluation of the effectiveness of the PNS program and the Telerehabilitation program through reliable data sources and assures effective/efficient resources are maintained.
The incumbent assures that the programs optimize cost effectiveness (budget) and improved patient outcomes, including but not limited to accessing special purpose funding and Office of Rural Health funding opportunities when available. The incumbent provides critical insight for the Programs' budget preparation; performs frequent analysis of the Program's status with respect to resource allocation and advises the Chief of the PM&RS or delegate on specific courses of action; provides advice on all aspects of the assigned budget area; develops operational strategies designed to achieve maximum reimbursement; instructs subordinate units to facilitate appropriate requests to resource management to meet immediate or planned needs for funding, staffing, equipment or space.
The incumbent coordinates PM&RS staff education and training related to VHA virtual care tools, including but not limited to, annual Virtual Care Competencies, PM&R Virtual Care Orientation and Virtual Health Resource Center (VHRC) support.
The incumbent collaborates with the RVAMC PNS Medical Director for daily program management and collaborates with other clinical program Directors, Veteran Integrated Service Network (VISN) leadership and VA Central Office staff on a regular and ongoing basis.
The incumbent is responsible for the interpretation and communication of VA policies to PM&RS in regard to VHAs virtual care tools.
The incumbent is responsible for managing and reporting virtual care workload data to the PM&Rs leadership team/s on a reoccurring basis, including identifying trends, gaps, and opportunities to leverage VHA virtual care tools to promote improved patient care outcomes.
The incumbent is responsible for evaluating program activities and providing follow up actions required by internal and external review organizations and or accrediting bodies.

The incumbent is responsible for managing the PM&RS Virtual Health Resource Center (VHRC) through collaboration with the Office of Connected Care's national VHRC team to implement virtual care support within PM&RS, including but not limited to, VHRC training and educational events and one on one support to both VA staff and Veterans accessing care through PM&RS.
The incumbent is responsible for supervising any program support staff that are assigned to support the Telerehabilitation and PNS teams and is responsible for assignment and delegation of duties to that position to ensure efficient operations of the Program. The incumbent will assess and submit the performance of the PSA and make recommendations for additional duties or corrective professional performance as necessary.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Physical Therapists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d).
Education and Experience: Physical Therapists must meet one of the education/experience requirements below:
Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist; OR
Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist; OR
Doctorate degree in physical therapy.
NOTE: Individuals must be a graduate of a Commission on Accreditation in Physical Therapy Education (CAPTE) accredited college or university.
Foreign Graduates- Graduates of foreign physical therapy programs meet the requirements in subparagraph 3b if they have a full unrestricted and current license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia.
License: Individuals must hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. Loss of Credential. A PT who fails to maintain the required license must be removed from the occupation, which may result in termination of employment. At the discretion of the appointing official, an employee may be reassigned to another occupation, if qualified, and if a placement opportunity exists.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to the basic requirements above, you must also meet one of the following grade requirements for a specific grade level.
GS-13: Physical Therapist (Program Coordinator)
Experience: One year of progressively complex experience equivalent to the GS-12 grade level.
Demonstrated Knowledge, Skills and Abilities (KSA's): In addition, the candidate must demonstrate the following KSA's:
Ability to apply advanced knowledge of contemporary physical therapy within specialty area to provide clinical guidance, training or education for internal and external stakeholders.
Ability to serve as a consultant within the assigned program area for intra agency and interagency planning and to provide service coordination to optimize program continuity, efficiency, and effectiveness.
Knowledge of and skill and management, administration and or education methodologies. This includes the ability to monitor and track data, utilize available resources effectively, evaluate program quality, and generate reports for local, and or VISN and/or VACO leadership.
Ability to develop and coordinate treatment and or educational programs within a concentrated field or specialty area, such as, but not limited to, amputee, spinal cord injury, chronic pain, student clinical education, residency programming/polytrauma traumatic brain injury.
Ability to establish and maintain collaborative relationships within department and with other departments or affiliated programs.
Ability to guide the work of a multidisciplinary team.
Assignment.
For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety, and be performed by the incumbent at least 25% of the time. PTs at this level have experience that demonstrates advanced practice skills and judgment across one or more areas of physical therapy. The individual may be assigned broad administrative responsibility. The individual is assigned a major content specialty area to include assessing, planning, evaluating and delivering care within a special clinical program or component of a Rehabilitation Service, which usually involves multiple disciplines. See the definition for specialty areas in paragraph 2. i, that includes Polytrauma/Traumatic Brain Injury, Chronic Pain, Amputation, Spinal Cord Injury and clinical education programs. PTs provide administrative direction and decisions related to the program. The Physical Therapy Program Coordinator is responsible for the coordination of multiple professionals from a variety of disciplines for optimal clinical care and educational programming. He/she implements programs, policies, and procedures to meet program goals, policy and external accreditation requirements. He/she monitors outcomes, participates in strategic planning and implements strategies for program improvement particularly in assigned content specialty area. The Program Coordinator supports the rehabilitation service and serves as a point of contact providing guidance to facility leadership on matters related to specialty content area. He/she collaborates with Clinical Specialists and with Rehabilitation Service leaders to assist with administrative processes to obtain resources and equipment for operations of content specialty area. He/she assists with developing local policy for new or emerging practices and technologies.
