The Physical Medicine and Rehabilitation Services (PM&RS) Telerehabilitation/PNS (Polytrauma Network Site) Program Director is accountable for the management, supervision, and evaluation of care for patients within the PNS program and those receiving telerehabilitation. The incumbent facilitates an atmosphere of interactive management and development of collegial relationships and serves as a link between PM&RS and all other RVAMC healthcare disciplines participating in Telerehabilitation.

Duties

Duties include, but are not limited to: The Telerehabilitation/PNS Program Director is responsible for directing the clinical and administrative services offering virtual care services to ensure programs are in compliance with local and VHA standards and policies. The incumbent is responsible for the development and continued effective functioning of the interdisciplinary health care team within PNS, to include strategic planning, and survey preparation (Joint Commission, CARF, etc.). The incumbent interviews prospectiveapplicants for Program vacancies and orients newly appointed employees of the Program. The incumbent initiates personnel actions within the service which includes evaluating performance, counseling, interviewing, and selecting candidates, resolving complaints, dealing with disciplinary matters, and is responsible for personnel management within the Program. The incumbent is responsible for developing the Program's portion of the assigned employees' Training Plans. The incumbent is responsible for incorporating training required by the medical center and the overall training within the Program to facilitate all staff to have the training and tools to perform relevant work in each specialty area. The incumbent is responsible for the development and implementation of local Telerehabilitation policies and procedures to include performance improvement, patient safety, utilization review, emergency preparedness, and staff safety. The incumbent is responsible for the evaluation of the effectiveness of the PNS program and the Telerehabilitation program through reliable data sources and assures effective/efficient resources are maintained. The incumbent assures that the programs optimize cost effectiveness (budget) and improved patient outcomes, including but not limited to accessing special purpose funding and Office of Rural Health funding opportunities when available. The incumbent provides critical insight for the Programs' budget preparation; performs frequent analysis of the Program's status with respect to resource allocation and advises the Chief of the PM&RS or delegate on specific courses of action; provides advice on all aspects of the assigned budget area; develops operational strategies designed to achieve maximum reimbursement; instructs subordinate units to facilitate appropriate requests to resource management to meet immediate or planned needs for funding, staffing, equipment or space. The incumbent coordinates PM&RS staff education and training related to VHA virtual care tools, including but not limited to, annual Virtual Care Competencies, PM&R Virtual Care Orientation and Virtual Health Resource Center (VHRC) support. The incumbent collaborates with the RVAMC PNS Medical Director for daily program management and collaborates with other clinical program Directors, Veteran Integrated Service Network (VISN) leadership and VA Central Office staff on a regular and ongoing basis. The incumbent is responsible for the interpretation and communication of VA policies to PM&RS in regard to VHAs virtual care tools. The incumbent is responsible for managing and reporting virtual care workload data to the PM&Rs leadership team/s on a reoccurring basis, including identifying trends, gaps, and opportunities to leverage VHA virtual care tools to promote improved patient care outcomes. The incumbent is responsible for evaluating program activities and providing follow up actions required by internal and external review organizations and or accrediting bodies. The incumbent is responsible for maintaining the PM&RS Technology Plan The incumbent is responsible for managing the PM&RS Virtual Health Resource Center (VHRC) through collaboration with the Office of Connected Care's national VHRC team to implement virtual care support within PM&RS, including but not limited to, VHRC training and educational events and one on one support to both VA staff and Veterans accessing care through PM&RS. The incumbent is responsible for supervising any program support staff that are assigned to support the Telerehabilitation and PNS teams and is responsible for assignment and delegation of duties to that position to ensure efficient operations of the Program. The incumbent will assess and submit the performance of the PSA and make recommendations for additional duties or corrective professional performance as necessary. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: A master's degree or its equivalent in speech-language pathology, communication disorders, or a directly related field from an accredited college or university. "Accredited" means a college or university recognized by a regional accreditation organization and a speech-language pathology academic program recognized by the Council on Academic Accreditation of the American Speech Language-Hearing Association (ASHA). Licensure: The incumbent must hold a full, current, and unrestricted license in a State, Territory, Commonwealth, or the District of Columbia. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grandfathering Provision: All S-LPs employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: (1) Such employees [ may be reassigned, promoted, [up to and including the full performance (journey) level, or changed to lower grade] within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions]. (2) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. (3) Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. (4) If an S-LP who was retained under this provision leaves the occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation, Grade Determinations: In addition to the basic requirements, the following criteria must be met when determining the grade of candidates. Supervisory Speech-Language Pathologist, GS-13 Licensure: The incumbent must hold a full, current, and unrestricted license in a State, Territory, Commonwealth, or the District of Columbia. Education and Experience: Completion of 1 year of experience equivalent to the next lower grade level directly related to the position being filled, and must fully meet the KSAs at that level. In addition, the candidate must demonstrate the following professional KSAs and demonstrate the potential to acquire the assignment specific KSAs designated by an asterisk (*) Supervisory Speech-Language Pathologist: Supervisory S-LPs exercise supervision, administrative management, and technical direction of the speech-language pathology program. They have responsibility for general or technical supervision of key clinical or training programs and overall technical and administrative oversight of S-LPs depending on grade level. They may have responsibility for general supervision of key clinical or training programs and overall administrative oversight of audiologists in a unified audiology and speech language pathology section-level, service-level, or equivalent department. Supervisory S-LPs develop, organize, direct, manage, supervise, control, and implement policies and procedures in focused clinical programs and plan, assess, and evaluate programs to ensure proper coordination between care delivery within the section and the overall delivery of health care. They make decisions that affect staff and other resources with wide latitude of control and independent judgment. They exercise supervisory responsibilities such as planning and scheduling work; assigning work to employees; accepting, amending or rejecting completed work; ensuring that production and accuracy requirements are met; appraising performance and recommending performance standards and ratings; but exercise less authority than service chiefs. The following KSAs are required: a. Ability to balance responsibilities and to work with great autonomy; b. Ability to set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions; c. Ability to analyze and use data effectively to manage workload, quality, performance, and productivity within the section; d. Skill in interpersonal relationships in dealing with employees, team leaders, and managers; e. Knowledge of, and ability to utilize, evidence-based practices and clinical practice guidelines in a professional area, and to guide the section staff in applying these tools; f. Ability to analyze organizational and operational problems and to develop and implement solutions that result in efficient section operation; g. Skill in problem solving and conflict resolution; and h. Skill in the application and analysis of scientific and clinical literature in a professional area.
