Duties

Directs the Office of Survey Methods Research (OSMR), including the Mathematical Statistics Research Center, the Behavioral Science Research Center, and the Data Science Research Center. Evaluates difficult and complex problems in BLS programs and advises the Commissioner and others in BLS leadership in the areas of survey methodology, statistical methods, and data science, including the applicability of advanced techniques for improving BLS surveys, increasing quality and user relevance, and/or reducing cost. Participates in the development of policy, long-range plans and programs of the BLS, and in the formulation of statistical standards regarding survey design, data collection, coding, statistical computing, data analysis, and data dissemination for BLS data systems and products. Serves as the primary survey methodological consultant to BLS programs covering issues dealing with mathematical statistics, survey design and methodology, and the application of the behavioral sciences to the design of questionnaires, data collection procedures, and user-friendly computer systems for data collection and dissemination. Participates in the career development of BLS professional staff by conducting seminars and participating in other staff development activities.

Qualifications

Candidates must possess technical and management experience and have developed the knowledge and skills required for effective performance of the specific duties of the position. Candidates must have had experience at a major management level (normally equivalent to the GS-15 level in the federal service). To qualify for this position, all applicants must write a narrative in the spaces provided detailing accomplishments that would satisfy each of the ECQs and MTQs. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. APPLICANTS SHOULD LIMIT THEIR NARRATIVE RESPONSES TO ONE (1) SINGLE-SPACED PAGE PER EACH MTQ WITH A FONT SIZE NO SMALLER THAN POINT 12. It is recommended that applicants draft their MTQs in a Word document first, then cut and paste into the spaces provided following each MTQ to ensure length requirements. 1. Extensive training and research experience in one or more areas of mathematical statistics, survey methodology, behavioral science, or data science. 2. Ability to identify and achieve efficiencies and improvements in survey methodology, data collection and analysis. 3.Substantial experience in leading and managing research and development programs and projects in mathematical statistics, survey methodology, behavioral science and/or data science that requires close collaboration and coordination among multiple stakeholders.

1529 - Mathematical Statistics Series

A. Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.

OR

B. Combination of education and experience -- at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.

1530 - Statistics Series

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

OR

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

1560 - Data Science Series

A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

OR

B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
