The primary purpose of this position is to serve as a Next-Generation Radar (NEXRAD) technician, performing developmental assignments designed to provide knowledge and orientation in the work required for technical expertise and certification.
Duties
Provides Support to 169 WSR-88D Weather Radars located in CONUS and selected International Locations, and ROC Test Bed Systems.
Works with senior ROC technicians to develop an expert understanding of the NEXRAD system, including through the use of electronic theory, system analysis, test equipment, schematics, wiring diagrams, and mathematical analysis.
Serve as journeyman technician assisting senior ROC technicians in Depot Corrective Maintenance work at field sites.
Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
This series covers technical positions supervising, leading, or performing work involving applying:
1. Knowledge of the techniques and theories characteristic of electronics, such as a knowledge of basic electricity and electronic theory, algebra, and elementary physics.
2. Knowledge of electronic equipment design, development, evaluation, testing, installation, and maintenance.
3. Knowledge of the capabilities, limitations, operations, design, characteristics, and functional use of a variety of types and models of electronic equipment and systems related to, but less than, a full professional knowledge of electronic engineering.
4. Electronics technicians may have gained experience assisting in work situations including:
Maintenance, Installation, Fabrication, Testing and Evaluation/Research and Development, Sustainment, Troubleshooting.

SPECIALIZED EXPERIENCE: Some examples of qualifying specialized experience include: Work as a technician, instructor, inspector, or mechanic (civilian or military) that showed progression in theoretical and practical knowledge of electronic theory, and of the characteristics, function, operation, and capabilities of a variety of types of electronic equipment. This experience must have included the use of schematic diagrams, a variety of test equipment, and the application of appropriate electronic formulas involved in such duties as testing, troubleshooting, modifying, designing, calibrating, installing, maintaining, repairing, constructing, developing, and instructing on electronic equipment, or similar functions. Experience in developing policies, standards, and procedures for maintenance, installation, or similar functions, provided the work clearly shows that the applicant applied a specialized knowledge of the theories and principles of a variety of electronic systems or equipment.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE AT THE GS-11 GRADE: Applicants must have or will have within 120 days of closing of this announcement at least one year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes installing, testing, repairing, maintaining and evaluating complex integrated electronics systems; providing technical and engineering support to document maintenance and operation of Weather Radar systems and subsystems; solving technical problems to improve performance on highly complex electronic systems. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE AT THE GS-12 GRADE: Applicants must have or will have within 120 days of closing of this announcement at least one year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes diagnosing and determining problems in complex electronics systems comprised of a wide variety of types of electronics equipment and circuits; developing and recommending changes in procedures and technical instructions to management on substantive functions and practices.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of ground-based radar systems.
2. Knowledge of a wide range of electronic principles and practices, operating parameters, capabilities, and limitations of electronic systems associated with weather radar equipment; and of systems and component design, capabilities, configurations, limitations, and functional operation; and of various types of electronics logic.
3. Knowledge of safety regulations, procedures, and practices.
4. Skill in the interpretation of technical data such as drawings, schematics, blueprints, and specifications of complete electronic systems; in analyzing problems in integrated/interfacing systems involving numerous complex circuits; and in using complex electronic and electromechanical test and measuring equipment using integrated test functions for different purposes.
5. Ability to modify standard procedures, adapt equipment or techniques, and make departures from previous approaches to solve technical problems or improve system performance for highly complex electronic systems; to trace electronics logic from one system to another; and to establish and maintain effective working relationships to represent the organization in a professional manner.
6. Ability to use computer terminals to interface with Radar Subsystems entering and extracting data in support of maintenance, maintenance records, and repair actions.
WORK ENVIRONMENT: Work involves regular and recurring exposure to moderate risks and discomforts, such as dust, strong odors, or fumes from fuels, chemicals, or engine exhaust; high levels of noise and vibration, dust, grease, electrical hazards, uncovered moving parts of machinery, moving machinery; or outdoor conditions involving moderate exposure to rain, cold/hot weather, icy streams, and rivers. The work environment requires the employee to stay alert continually and to take special safety precautions including wearing special protective items of clothing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
