You will serve as a Senior Materials Technologist in the Air Vehicle Engineering Department of NAVAIRWARCENAC DIV.

Duties

You will provide technical support and guidance for the development and application of materials technologies to existing aircraft programs and new aircraft platforms. You will establish short-range and long-range technical/engineering objectives for materials development, processing, and characterization programs assign to the team. You will solve major problems for which established guidelines provide little or no assistance. You will direct technical/non-technical personnel and contractors in the accomplishment of project taskings. You will oversee the planning of resources to accomplish major blocks of engineering/scientific endeavor. You will formulate technical approaches or methods to increase the efficiency and effectiveness of materials and processes used in naval aviation programs. You will generate documentation for assigned projects including proposals, technical reports, specifications, work unit plans, and program reviews. You will function as a liaison with internal and external contacts to ensure that aviation program needs are addressed, and program goals are met. You will participate in technical workshops, symposia, and other scientific gatherings for the purpose of exchanging scientific and technical information relevant to materials and processing for assigned aircraft.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12/13) or pay band (DP-04) in the federal service or equivalent experience in the private or public sector as a professional General Engineer/Material Engineer/Chemical Engineer/Chemist. Examples of specialized experience include: (1) Providing technical leadership and oversight for the development and application of materials technologies to existing aircraft programs and new aircraft platforms; (2) Participating in planning, organizing, directing, coordinating, and evaluating of materials, processes, and manufacturing efforts related to areas within the materials engineering technical area; (3) Reviewing the materials and procedures used to design and fabricate aircraft and ensure an affordable, easily maintained, and structurally sound product is fielded; (4) Evaluating designs, test plans, materials development data, and specifications in support of assigned aircraft; (5) Directing the planning of resources to accomplish major blocks of the engineering/technological endeavor; (6) Determining the direction of technical work to be performed by others as well reviewing work of others and providing critical insights into their progress towards meeting agency mission and program goals; (7) Demonstrating experience in acquisition and sustainment efforts and interactions with program stakeholders; and (8) Providing project management to meet cost, schedule, and performance requirements for a major aviation program. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

For 0801/0806/0893 occupational series: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR, B. Combination of education and experience with college-level education, training, and technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

For 1320 occupational series: A. Successful completion of a bachelor's degree or higher in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.

OR, B. Combination of education and experience with course work equivalent to a major as shown in above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
