This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Utilizes a professional knowledge of natural, physical, and social sciences theories, practices, and methodologies, as they relate to the natural and human environment, to serve as a Regulatory Project Manager.

Duties

Evaluate all levels and types of Department of the Army (DA) permit applications, compliance, and enforcement cases (including those complex and/or controversial in nature) for activities in waters. Develop and manage general permits (GPs) Develop procedures to implement directives from higher authority Serve as the District representative to complete assignments related to special regulatory initiatives, such as watershed studies, directed toward effective, efficient, and consistent application of the regulatory program. Ensure that the physical, biological, and chemical integrity of the nations water resources are improved and enhanced and that regulated activities. Facilitate the management of the Section workload including pre-application consultation, evaluation of applications, monitoring of permit compliance, and enforcement actions. Conduct surveillance of waters of the United States. Investigates unauthorized work to determine resolution of enforcement actions. Issues cease and desist orders when appropriate. Providing technical assistance by advising, administering, or performing professional research or technical work related to the protection or improvement of air, land, and water resources to provide a clean and healthful environment.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent is required to travel 20% of the time (or more) for conducting on site field investigations, attending meetings, and for training.
  • Commuting to field office sites is required where no public transportation is available. Therefore, a valid state driver's must be obtained and maintained while in this position, and a valid state drivers license is required.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Biologist (0401): A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting one or more of the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience GS-12: One year of specialized experience which includes 1) Assisting in executing the Regulatory Program or a similar program, 2) Pursuant to Section 10 of the Rivers and Harbors Act and Section 404 of the Clean Water Act or similar Acts, including the review of applications for various regulated activities such as residential or commercial development, infrastructure, transportation, and/or compensatory mitigation related proposals AND 3) administer and enforce, or assisted in managing, a program in compliance with governing public laws, regulations, interagency agreements, and policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
