The primary purpose of this position is to manage the Freedom of Information Act (FOIA) and Privacy Act (PA) program for the (installation/organization/wing). The incumbent is responsible for implementing policy, providing guidance, program management of Freedom of Information Act (FOIA), Privacy Act (PA), and Information Collections and Reports.
Duties
Manage the Freedom of Information Act (FOIA) Program. Responsible for installation FOIA programs/initiatives and provides the FOIA source of knowledge for a host installations and tenant units. Provides managerial responsibility of FOIA requests for Air Force (AF) records. Receives and evaluates FOIA requests in terms of published legislation, content, estimated time and cost of the request, and determines the office of primary responsibility (OPR) for coordination. Interprets applicable DoD/AF directives and refers to significant court decisions when responding to information requests. Utilizes a comprehensive knowledge of the FOIA requirements and applies FOIA redaction methods in accordance with the AF FOIA and PA programs.
Manage the Privacy Act (PA) Program. Serves as the installation representative for the PA program. Conducts thorough review of AF and MAJCOM policy and guidance to determine if supplemental guidance is required for installation implementation to protect access to information which falls under the PA during electronic transmissions. Interprets the law, publications discussing current amendments, findings, and decisions in order to keep installation procedures current. Responds to Higher Headquarters data requests and directives on behalf of the Installation Commander. Conducts annual reviews of all approved PA systems of record notices with systems managers to ensure currency and relevance.
Ensures compliance with requirements for FOIA and PA programs. Provides subject matter expertise for the installation on policies and procedures for electronic mail and internet standards in accordance with FOIA/E-FOIA/PA requirements. Performs information management reviews and coordinates on publications. Initiates or coordinates reports for all incidents involving violations of Personal Identifiable Information (PII). Communicates effectively in writing and corresponds with the senior leadership, subordinate units, and the public who may be pursuing access to information from the government. Possess excellent observation and collaboration skills and makes sound decisions based on program requirements and applicable laws.
Manage the Records Management Program. Develops, plans, and oversees a centralized scheme of records management applications, policies, principles, standards, procedures, and guidelines including requirements for archiving information maintained in electronic format. Provides policy and direction to the unit for records management. Conducts comprehensive records management studies/analysis of organizational functions and work processes, identifying problems and/or areas for improvement. Provides guidance to all assigned personnel. Advises units regarding records management methods to improve mission effectiveness, information resource efficiency and resource savings. Evaluates locally developed automated information systems and applications at the design phase.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes the understanding of legislation, DoD regulations and policies governing the Freedom of Information Act (FOIA), Privacy Act (PA) and Records Management (RM). Implementation of information management guidance on behalf of the Wing Commander and tenant units assigned to an installation. Practical knowledge and analysis in establishing local processes and procedures to ensure the stakeholders understand how information is disseminated based upon legal opinions for release or denial of public requests. Developing reports and briefings to adequately explain program objectives, exemptions, and restrictions.
OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.
OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least one year of progressively higher-level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of applicable legislation, DoD regulations, and AF policy as it relates to the Freedom of Information Act (FOIA) and Privacy Act (PA).
2. Knowledge of the FOIA and PA legal exemptions process, procedures, and guidelines for federal agencies.
3. Knowledge of automated programs sufficient to enter and retrieve data, construct and maintain statistical and data e-files.
4. Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and unit technicians.
5. Ability to gather, analyze, and evaluate information, in order to draw conclusions and make recommendations.
6. Ability to develop and deliver training in installation standard operating procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
