This position is located in the Office of the Secretary of Defense (OSD) with the Deputy Under Secretary of Defense Comptroller for Budget Appropriations and Affairs. The office is responsible for assisting the USD(C) in ensuring all Armed Services Committees and the Committees on Appropriations of the Senate and of the House of Representatives are informed regarding all matters relating to the budgetary, fiscal and analytic activities of the DoD that are under the supervision of the USD(C).

Duties

Incumbent typical work assignments may include the following: Reviews classified materials to ensure proper security classification marking and proper delivery and accountability. Serves as the principal OUSD (Comptroller) liaison with the OUSD Comptroller Program and Budget directorate, the Services and congressional committees on the obtainment and distribution of DoD budget justification material and other budget-related documents, DoD-related legislation and congressional and agency reports by maintaining an inventory of documents for DoD use and reference. Maintains and controls use of OUSD (Comptroller) presentation materials, such as written testimony and audio-visual equipment, for use by senior OSD staff, including the Secretary and Deputy Secretary of Defense for use at all congressional budget-related hearings. Creates, uses and maintains automated directories, including names, addresses, e-mail addresses, and telephone and FAX numbers of congressional majority and minority leadership, all congressional defense oversight committees leadership, membership, and staff, General Accounting Office (GAO) staff, Congressional Budget Office (CBO) staff, and Congressional Research Service, (CRS) staff and legislative affairs points of contact at other federal agencies. Schedules and performs daily OUSD(Comptroller) courier runs for the delivery of budgetary material and correspondence between the Pentagon and congressional offices. Supports the office with general administrative activities including but not limited to, management and tracking of tasks and correspondence, property management, supply inventory, and purchases and logistics for meetings.

  • Position has been designated as Top Secret, Critical Sensitive/High Risk. Incumbent is required to obtain and maintain a Top Secret, Critical Sensitive/High Risk security clearance.

Qualifications

Time in Grade: For entry at the GS-09 level, status applicants must have served 52 weeks as a GS-07 or higher grade in the Federal Service. Specialized Experience: For the GS-09, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to GS-07 if outside the Federal service. Specialized experience is defined as ensuring all classified materials are processed in accordance with existing regulations, controls use of presentation materials such as written testimony and audio-visual equipment, and maintains property accountability and inventory reports to ensure office supply inventory. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education

GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the qualifying experience requirement. If you are using education to substitute for the qualifying experience, you must submit transcripts at the time you apply.

Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study

To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education .

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application.
