The primary purpose of this position is: To provide: administrative, clerical, effective force protection against terrorism/security and mail distribution support for two Combatant Commands, United States Special Operations Command (USSOCOM), United States Central Command (USCENTCOM), and its Coalition Partners, United Stated Marine Corps Central (MARCENT).
Duties
Performs a variety of administrative support duties to ensure effective mail operations in the Joint Screening Center for two Combatant Commands. Provides technical advice, guidance, and interpretation of policies and directives to customers as required.
Provides administrative support for incoming and outgoing shipments, packages, and mail in the USCENTCOM Official Mail Center and provides staff assistance on site as directed to support the CENTCOM Forward Headquarters Mail Room/PSC at Al Udeid AB, Qatar. Receives incoming mail and packages from the screening facility and distributes to the appropriate activities.
Provides administrative and force protection security as an anti-terrorism strategy to support to the Joint Mail Screening Facility (JMSF) (the only operation of this type in the U.S. Air Force) for all incoming and outgoing shipments, packages. Screens all incoming official mail and packages destined for two Combatant Command leadership offices that are first delivered to the JMSF for chemical, biological, and explosive indicators before delivery to those Commands' internal mailrooms.
Loads and unloads several mail vehicles daily. Operates manual and electronic conveyor belts, carts, and other mail movement devices.

- This is term position NTE 13 months.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of postal and agency regulations to ensure compliance in mail processing, and security system regulations and established guidelines for the handling and safeguarding of security classified documents to include the correct mailing procedures for the documents when they have to be sent off the installation. Knowledge of commonly applied security principles, concepts, and methodologies sufficient to appropriately respond to the identification of hazardous material in shipments, packages, or mail and to provide advice on contingency and exercise planning, and of budget rules, regulations and procedures to track budget execution, ensure funds are available, and provide budget projections.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and experience in official mail management policies, principles, practices, functions, and procedures to plan and manage official mail operations.
Knowledge of structure and scope of mission, organizations, programs, and functions of Joint Unified Combatant Commands for evaluating services, security, and support requirements.
Knowledge of USPS Postal Manuals, DoD Joint Staff, Military Service, USCENTCOM Postal policies relative to the Official Mail Program principles, concept, policies, and objectives.
Thorough knowledge of security system regulations and established guidelines for the handling and safeguarding of security classified documents to include the correct mailing procedures for the documents when they have to be sent off the installation.
Knowledge of commonly applied security principles, concepts, and methodologies sufficient to appropriately respond to the identification of hazardous material in shipments, packages or mail and to provide advice on contingency and exercise planning.
Skill in applying or adapting pertinent USPS, DOD, Joint Staff, Military Service, USCENTCOM Postal and Security regulations, manuals and directives relating to mail management and distribution programs and to draft local policy and procedures reflecting results.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ADDITIONAL CONDITIONS OF EMPLOTMENT:
This position is designated by the Air Force as a Test Designated Position (TPD) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in the TDP, the employee is (A) to refrain from use of illegal drugs and (B) if required to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
The employee must be capable of lifting up to 70 pounds for prolonged periods of time as the mail is moved manually during most of the processing procedures. Employee will be required to climb in and out of various vehicles and or trailers carrying extremely heavy bags of packages/mail to load or unload mail. Work will require frequent walking, standing, and lifting. May be required to use weight handling equipment i.e. pallet jack, rolling dollies or rollers.
