The Environmental Management Service at the Malcom Randall VA Medical Center in Gainesville, Florida, is recruiting an Environmental Protection Specialist. The incumbent of this position serves as the sole staff person and coordinator of the Waste Minimization and Recycling Program.
Duties
The Environmental Protection Specialist serves as the sole staff person and coordinator of the Waste Minimization and Recycling Program. Duties include but are not limited to:
Conducts site visits and reviews a series of input reports to gather the necessary information.
Communicates with Medical Center personnel at all levels within the organization.
Identifies pollution prevention, waste minimization and recycling opportunities.
Maintains effective and cooperative working relationships with all local, state and federal government agencies, government officials, community organizations, institutions, staff members and the public.
Identifies the need for services in areas and submits written suggestions for performance improvements.
Develops, coordinates, and presents public information and educational programs and promotional materials on waste reduction and recycling.
Develops and implements appropriate controls for safeguarding program materials and assuring the integrity of material custody.
Investigates and prepares grant applications and proposals for a variety of departmental programs and projects.
Identifies common malfunctions and makes minor adjustments to equipment.
Conducts cost analysis and feasibility studies.
Provides expert advice and technical assistance to help the facility meet numerous environmental regulatory requirements.
Work Schedule: 8:00am to 4:30 pm, Monday through Friday.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for ADHOC telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/29/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: For a GS-9 you must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Conducts site visits and review a series of input reports to gather the necessary information.
Communicates with personnel at all levels within the organization.
Identifies the need for services in areas and submits written suggestions for performance improvements.
Identifies pollution prevention, waste minimization and recycling opportunities.
Establishing and maintaining effective cooperative relationships with co-workers, businesses, community organizations, institutions and the public.

Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree, OR 2 full years of progressively higher level graduate education leading to such a degree, OR LL.B. or J.D., if related.

Combination of Education and Experience (TRANSCRIPTS REQUIRED): Applicants may also combine education and experience to qualify at this level. You must have an appropriate combination of successfully completed graduate level education and specialized experience directly related to the work of the Environmental Protection Specialist position.

Physical Requirements: The work requires extensive lifting, reaching, bending, walking, and standing on hard surfaces for extended periods of time. Incumbent frequently lifts and carries materials up to 40 pounds and occasionally up to 75 pounds. Use of forklifts is required for moving materials in excess of 75 pounds. Sedentary desk work is also required, including use of the computer for generating reports, proposals, promotional materials, etc. The incumbent is exposed to communicable pathogens, skin irritations, mechanical and/or electrical hazards, and ether potential safety hazards. Primary duties are accomplished indoors with some exposure to the outside. Incumbent may encounter temperature extremes, dirty, dusty, drafty and noisy working conditions. Equipment utilized to accomplish duties and tasks require special care to avoid serious injury. Incumbent may be assigned to duties that include evening and/or week-end tours of duty. Working conditions such as ventilation and environment are satisfactory. Incumbent may be subject to occasional noise, skin irritations, cuts, and bruises. When occasionally performing cleaning tasks, moderate effort is expended.
