WHAT IS THE FACILITIES MANAGEMENT AND SECURITY SERVICES (FMSS) DIVISION?

Vacancies will be filled in the following specialty areas:
Facilities Management and Security Services Access & ID Management
The following are the duties of this position at the full working level.
Serves as the comprehensive professional level management and program analyst responsible for developing and/or interpreting guidance on program planning, execution, and evaluation.
Performs a wide range of analytical studies and projects affecting major program areas, including policies, program objectives, operations, procedures, and resource use. Compiles and presents oral or written reports to a wide IRS audience. Develops and presents policy changes and recommendations to FMSS executives and/or senior leadership for appropriate course of action.
Supports supervisor, team leader, analysts, or project managers, in the areas of, but not limited to: program management, response to Request for Information (RFI), personnel processing systems, contract administration, strategic communications planning/execution, workforce planning/forecasting, intra-agency cross-functional collaboration, and other facility and/or security initiatives.
Identifies methods to resolve or address deficiencies, develops process improvements, goals, objectives, and milestones, and directs the development and execution of employee training relating to program needs.
Uses information technology hardware and software applications (including but not limited to SharePoint, Microsoft Office, Space Time and Resources (STAR), Graphic Database Interface (GDI), and Knowledge Incident/Problem Service & Asset Management Program (KISAM)) to gather and interpret data, prepare reports, spreadsheets, policy statements, action plans, and illustrated presentations for delivery to FMSS executives and/or senior leadership.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-07 LEVEL: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 level in the Federal Service. Examples of specialized experience includes:
Performing operational reviews, preparing program evaluations and providing guidelines pertaining the effectiveness of line program operations.
Advising on program staffing and conducting studies of employee/organizational efficiency and productivity.
Recommending changes in procedures and techniques to improve baseline measures and organization's work methods.
OR
EDUCATION: One year of graduate level education at an accredited college or university in a related field of study.
OR
Superior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following: A GPA of 2.95 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.45 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.
SPECIALIZED EXPERIENCE: GS-09 LEVEL: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 level in the Federal Service. Examples of specialized experience includes:
Preparing comprehensive program analyses and evaluations pertaining to the effectiveness of program operations.
Developing changes in methods and conducting studies of employee/organizational efficiency and productivity.
Planning, coordinating and establishing operating methods and procedures for accomplishment of project mission.
Providing guidance for various analytical studies to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs.
OR
EDUCATION: Master's or equivalent graduate degree in a related field of study at an accredited college or university.
OR
Two full years of progressively higher level graduate education leading to a degree in a related field of study.
OR
LL.B. or J.D., if related.
SPECIALIZED EXPERIENCE: GS-11 LEVEL: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 level in the Federal Service. Examples of specialized experience includes:
Prepare evaluations for a segment or phase of a broader project or study.
Use conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives.
Prepare draft reports and other substantive guidelines and materials.
Recommend alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures.
Perform operational reviews, program evaluations and guidelines pertaining to the effectiveness of line program operations.
Make recommendations and conduct studies of employee/organizational efficiency and productivity.
OR
EDUCATION: Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university.
OR
Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study.
OR
LL.M., if related.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
SPECIALIZED EXPERIENCE: GS-12 LEVEL: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal Service. Examples of specialized experience includes:
Experience using evaluative and analytical methods to identify and measure accomplishments and progress, revise methods and develop new approaches to information gathering
Experience with project management techniques to plan, schedule, and conduct complex projects
Experience with mission, organization, work processes and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations.
Your experience must include budgeting methods and techniques to prepare analyses and estimates and oral communication techniques to present findings and negotiate solutions.
