The Supervisory Accountant serves as the supervisor for the Accounting & Audit Section within Fiscal Service at the Central Arkansas Veterans Healthcare System, Department of Veterans Affairs, Little Rock, AR. The complex 1A medical system is comprised of two main hospital campuses and eight
Community-Based Outpatient Clinics (CBOCs).
Duties

The position has primary responsibility for establishing and maintaining a complex integrated financial system and services which contributes to the effective management control over the facility
operations.
Duties include, but are not limited to, the following:
Supervisory Duties:
Plays an integral role in the successful management of this facility's financial position.
Provides leadership in the financial arena through demonstration of knowledge and skill in multiple areas including accounting procedures, financial analysis, systems evaluation, and supervisory control.
Performs the full range of supervisory and managerial responsibilities.
Assigns work to functional staff members in accordance with established organization mission and functions, workload, fluctuations, and personnel availability.
Defines and interprets government policies, procedures, and regulations.
Provides financial advice and renders decisions on problems that are based on Generally Accepted Accounting Principles (GAAP), medical center policy, and VA Directives and handbooks.
Reviews operating procedures and policies with respect to the desired performance objective of management.
Advises management of operating areas at risk of not achieving desired performance and recommend corrective actions.
Effects minor disciplinary measures such as warnings and reprimands and recommends other actions in more serious cases.
Identifies developmental and training needs of employees; providing for or arranging for needed development and training.
Finds ways to improve production and increase the quality of the work directed and develops performance measures.
Promotes a positive work environment and fosters unity within the entire Fiscal department.
Develops or directs the development of new or changed internal operating procedures and instructions.
Organizes or directs procedures, changes, and work necessary for implementation of new accounting systems such as the integrated Financial and Acquisition Management System (iFAMS).
Evaluates work performance of subordinates.
Advises, counsels, or instructs the employees on both work and administrative matters. Interviews candidates for vacant positions and recommends appointments, promotions, or reassignment to such positions.
Audits, Reviews, Reconciliations, and Reporting Duties:
Interprets medical center policies and procedures generated by higher headquarters to include implications of immediate and long-range management activities, plans and decisions.
Develops, coordinates, and publishes financial guidelines, directives and procedures; and provides guidance on their impact on the organization's management process.
Determines management information requirements; and makes recommendations.
Develops and monitors financial and operational systems and programs to assist the serviced managers in fulfilling their responsibilities and ensuring the efficient use of financial resources.
Verifies proper use of funds; and monitors status of financial activity to preclude or detect violations of government statues or other funding limitations.
Participates in the management process by analyzing results of operations and providing advice, assistance and guidance on alternative resource management practices which may result in shifting resources, avoiding uneconomical practices, and modifying program direction.
Work Schedule: Monday-Friday; 8:00am-4:30pm

Qualifications
ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position.

Basic Requirements: Degree: having an accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by twenty-four (24) semester hours in accounting. The twenty-four (24) hours may include up to six (6) hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") (TRANSCRIPT REQUIRED)
OR
Combination of Education and Experience: having the combination of education and experience: at least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six (6) hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., fifteen (15) semester hours, but that does not fully satisfy the twenty-four (24) semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the four (4) year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of twenty-four (24) semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
4. Do not meet the Basic Requirement for this Supervisory Accountant position.

In addition to meeting the Basic Requirement, applicant(s) must also meet the specialized experience as described below to quality for this position.
Specialized Experience GS-12: Having one (1) full year of specialized experience which equipped you with the knowledge, skill, and abilities to perform the duties of the position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-11 grade level in the Federal Service. Qualifying specialized experience includes having mastery of the concepts, principles, practices, laws, and regulations of accounting, finance and government travel; understanding of the accounting and travel relationships between subordinate and most senior levels of financial management; abilities sufficient to; develop, recommend, and implement accounting policies and procedures; interprets and assesses the impact of new and revised Congressional legislation on the accounting and travel sections; develops and renders authoritative interpretations of executive orders, OMB guidelines and directives; maintains and enhances knowledge of statistical and analytical processes, accounting and manpower analysis; and complete understanding of current regulations, directives, and the adaptability of such procedures with those of other areas of operation outside Fiscal Service.
