The following are the duties of this position at the full working level.
- The incumbent serves as a Management and Program Analyst who plans and coordinates complex analyses of planned or proposed programs, projects or processes which consider factors such as: impact on customers, other programs and policy and procedural changes, staffing, training and support requirements, risk factors, costs, and available alternatives. They develop new or modified procedures, goals and objectives and evaluation plans, procedures, and methodologies. They define new programs and/or administrative operations in consideration of internal and external dynamics.
- They manage multiple time reporting and annual pay cap projects and resources requiring coordination with multiple or complex internal organizations to meet goals and objectives. They prepare action plans and schedules for various phases of time reporting and annual pay cap project accomplishment, both short and long-range; ensure plans are consistent with Service goals, schedules, and policies. They prepare recommendations for resource requirements to accomplish the projects and negotiates with managers Service wide to obtain needed resources and support.
- The incumbent establishes systems of review, control, and reports on project status. They plan, coordinate, and establish operating methods and procedures for accomplishment of the mission. They direct the development and accomplishment of employee training relating to the project. They monitor project status and adjusts work plans for project accomplishment. They conduct in-depth analyses of program/project data, requirements, and impact; identifies problem areas and determines how to resolve them. They prepare directives, issuances, memoranda, policy statements, standard operating procedures (SOP) and other written guidelines and recommendations relating to the programs/projects.
- They conduct briefings and prepare comprehensive reports to keep managers and executives advised of progress and to communicate findings and recommendations. They coordinate the impact of the time reporting and annual pay cap programs/projects with employees and managers in all affected areas within the Service. They function as the resident expert relating to all aspects of project planning, execution, and implementation.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
GS-12 SPECIALIZED EXPERIENCE: To qualify for this position at the grade 12 level you must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. Specialized experience for this position includes demonstrated accomplishment of evaluative and analytical methods to identify and measure accomplishments and progress, revise methods and develop new approaches to information gathering; knowledge of project management techniques to plan, schedule, and conduct projects; mission, organization, work processes and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations. Your experience must include oral communication techniques to present findings and negotiate solutions.
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
