The primary purpose of this position is to: Serve as the Strategic Advisor and focal point for the U.S. Special Operations Command enterprise encompassing four Special Operations Service Component Commands, seven Theater Special Operations Commands, the Joint Special Operations Command, the USSOCOM Headquarters, a Field Operating Agency, and the JSOU.

Duties

Provides oversight and direction on EO/EEO/MEO program; plans, formulates, interprets, and implements policies and procedures to provide mission-impacting quality of life programs Maintains a continuous liaison with other Combatant Commands and subordinate USSOCOM units Prepares and presents high-level briefings on EO/EEO/MEO issues that could have a significant impact on mission readiness Analyzes current projected financial condition of subordinate USSOCOM units throughout the USSOCOM enterprise and evaluates their capability to meet the EO/EEOMEO mission Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic view point to ensure overall information protection requirements meet mission requirements

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Equal Employment Opportunity, Seres 0260. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include: Mastery of a wide range of laws, executive orders, regulations, policies, directives, instructions, and concepts governing the full spectrum of EO/EEO/MEO operations to function as the sole on-staff advisor to USSOCOM/SOCC on all matters relating to EO/EEO/MEO. Comprehensive knowledge of the principles, policies, and practices of EO/EEO/MEO functions, operations, concepts and theories to plan, organize, and manage. Thorough knowledge of Title VII, Executive Orders, NDAA, DoD, policies and regulations and organizational structures, missions, and functions as well as how programs/projects interface with other program areas. Knowledge of accepted budgeting, funds control, and inventory management principles with ability to interpret and analyze funding shortfalls. Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, and efficiency of EO/EEO/MEO functions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Detailed knowledge of federal equal employment opportunity program laws, regulations, principles, concepts, UCMJ articles, Executive Orders, Presidential Proclamations, court decisions, methodology, and complaint processing for civilian employees and military members. 2. Knowledge of regulations, laws, policies, and procedures pertaining to the dispute systems and the processes involved with negotiated appeal and grievance procedures, equal employment opportunity (EEO) discrimination complaints, military equal opportunity (MEO) complaints, disciplinary and adverse action procedures. 3. Knowledge of the specifics of some federal personnel administration regulations, principles, policies, operations, and practices for civilian personnel programs including special emphasis employment; the military personnel system; and the structure and functions of federal agencies. 4. Skill in fact-finding and analysis of a variety of facts and opinions concerning controversial complex issues by determining meaning, relevancy, and significance of a large body of complex and interrelated pieces of information from many sources to include identification of interests of disputing parties, weighing evidence, identifying problems, making conclusions and recommendations, and reporting and presenting findings. 5. Skill in advising and counseling on EO/EEO/MEO programs, compliance and enforcement, and requiring the interpretation and explanation of a body of laws, regulations, policies, procedures, and practices. 6. Ability to establish effective working relationships with managers, supervisors, specialists, employees, and military members and persons outside of the agency such as equal opportunity specialists and community organization representatives. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
