Duties
This Supervisory IT Specialist - APPSW position is located in Information Technology, Applications Development Division/Agile Mobile Services, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Responsible for advising the Branch Manager along with senior leadership on the development, management, and operational direction of IT software applications programs and initiatives that form the basis of the Division's IT infrastructure.
Serves as a project manager on major IT projects. Projects involve a wide range of IT systems essential to TSA mission accomplishment. Responsibilities include determining appropriate products or services and defining project scope, requirements, and deliverables. Reviews, modifies, or provides input to project plans; implements project plans to meet objectives; coordinates and integrates project activities; and manages, leads, or administers project resources.
Leads large and complex software development projects including applications supporting various Transportation Security Administration (TSA) program offices. Provides expert guidance and instruction, both internally and externally, to address diverse, complex Information Technology issues.
Works with senior management to identify and jointly solve identified problems.
Defines, plans, and makes assignments, reviews work accomplishments and renders technical advice and guidance on unusual, controversial or complex problems. Work performance is typically reviewed periodically by higher-level management usually through status reports and organizational performance measures.
Exercises a full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff.
Coordinates and evaluates subordinates' work to assure balanced workload and timely responses to assigned actions. Gives advice, counsel, or instruction to employees on both work and administrative matters. Develops job descriptions and assigns work to subordinates based on priorities.
Determines selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Hears and resolves complaints from assigned personnel and refers unresolved matters to higher authority. Takes disciplinary action when necessary.
Interviews and selects applicants for vacancies. Establishes performance standards, evaluate performance, recommends training and development, and recognizes high quality performance.
Schedules and approves leave. Participates in manpower surveys and reorganization study groups, as required. Makes functional assignments establishing controls necessary for effective management, or to provide data for management purposes.
Promotes compliance and ensures that all personnel actions are taken in accordance with the TSA Affirmative Action Plan and the TSA's Equal Employment Opportunity (EEO) program policies.
Qualifications
To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience equivalent to the SV-J or GS-14 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as:
Implementing and maintaining IT services to manage Applications Development Program administrative operations;
Managing, planning and directing a wide range of consultative operations to include procurement/acquisition, budget development and execution, and operational efficiencies;
-Applying project management and consulting techniques and skills to manage and control all phases of a project lifecycle from concept to implementation.
Providing expert advisory services or authoritative policy interpretations on a wide range of highly complex administrative issues to executive level personnel.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
