Serves as the Assistant to the Chief, Fiscal Services and is responsible for establishing and administering an integrated system of financial services, which contribute to the efficient and effective management of the CAVHS operations and optimization of healthcare delivery resources.

Duties

Duties: The incumbent is responsible for the developing local budget instructions and polices within the framework of mandatory requirements for use of operating 9fficials in preparing their budget estimates. Recommends funding levels to control points, analyzes actual experience as compared to plan, and make projections that indicate adjustments in plans will be necessary. Responsible for a complete accounting program which include those activities normally identified with the professional accounting function i.e., planning, adapting or revising accounting systems, analyzing and evaluating current and past performance, and interpreting effects of transaction and applying accounting concepts to meet the needs of management. Responsible for maintaining commercial type double entry accounting system and a fund control system. Conduct process improvement associated with lead six sigma program management. Work Schedule: Monday - Friday 08:00 am - 4:30 pm (subject to change based on the needs of the agency) Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience as a supervisor over employees in a financial setting. Experience being responsible for a fiscal or finance department or program for Budget, Accounting, Cost Accounting, and/or experience in roles of Financial Officer or Assistant Financial Officer. Experience with Microsoft products, especially Teams, Outlook, Word, and Excel. Experience providing customer service to employees and supervisors. Experience training, coaching, and motivating employees as well as promoting accountability and continuous improvement.
